The academic study of new rural insurance is deepening since the implementation of the new rural pension insurance in2009. After four years of construction and promotion, the popularity of new rural insurance brings well-being of the majority of farmers groups, but it also faces many problems in the wake of achievements. From the perspective of farmers, literature, questionnaires and structured interviews are combined. On the basis of full information and analysis on the farmers, writer try to research that how factors affect insured farmers behavior.Deng Da Song considers that individual, family and institution have a great influence on the behavior of the insured farmers. Solving problems in these three aspects will be able to promote the stable and sustainable development of new rural insurance. I will divide factors that affect farmers insured into two main levels by means of Capacity and institutional level to perform quantitative indicators. Ability to support capacity-insured is divided into individual and family function, institutional system is divided into the institutional level, institutional cognitive level and evaluation of three aspects of institutional effectiveness. Using descriptive statistical analysis and binary Logistic regression analysis method validate study hypothesis.The results of research show that the existence of an asymmetric relationship between the insured and the insured ability to conduct. There was a negative correlation between the ability of the insured and the insured behavioral indicators. Farmers’ insurance behavior is affected by a combination of factors in system level. For transmission of information in the system, the stronger the government propaganda is, the more probability of occurrence of the behavior of the insured farmers. However, the efficiency of information transfer system has failed to conduct a significant correlation with the presence. In terms of cognitive level system, probability of joining new rural insurance is higher, the level of cognitive behavior of the insured is the greater. But overall cognitive level of new rural insurance is lower. In the evaluation of the effect of system, when farmers plan to implement new rural insurance, the probabilistic evaluation of the effect of the degree of occurrence of the behavior is higher. But it is unsatisfactory that the new rural insurance policy improves the lives of older persons in terms of the expected role played. From the farmer’s perspective, article shows that the relationship between the effect of insurance capacity and institutional behavior of the insured, but because of the limitations of the survey sample, study examined for groups and a limited set of variables indicators, not fully all research reflect the origin of the phenomenon behind. However, on this basis, the author analyzed the survey data during the operation to new rural insurance issues and put forward some suggestions and countermeasures immature to solve these problems.
