At present, economy, being from rapid growth to the lower-rapid growth, enters into a "new normal" in our country. The economic development of our country faces many major issues. Resources and environment constantly keep outstanding. The unreasonable industrial structure cannot continue to support the fast development of economy. The change of population institution makes the demographic dividend gradually disappear. It is urgent to adjust the economic structure, promote the transformation and upgrading and change the mode of economic development. We should continue to follow a new path of industrialization, in other words, to drive industrialization by informatization, hence promote informatization by industrialization, and promote the upgrading of the industrial structure by deep fusion of informatization and industrialization. Represented by the Internet and modern communication technology, information industry has obtained a rapid development.It has played a more and more important role in economic and social development. In this field, the rapid development of electronic commerce has played a positive role in economic development. It may be said to be the representative of the important changes caused by information technology change.In the process of rapid development in electronic commerce, the market failure and the lack of governmental regulation lead to some problems in the electronic commerce market, which harm the legitimate rights and interests of consumers and disturb the market order. Therefore, this paper studies the problems of governmental regulation in the development of electronic commerce, and then put forward reasonable suggestions in order to better play the role of government. It is of great significance to keep the sustained and healthy development of electronic commerce.Based on such background, this paper firstly combs the connotation, types and development status of electronic commerce. On the one hand, electronic commerce has changed the traditional business model, improved the efficiency of economic operation and injected new vitality to the economy. At the same time, it also has the trait of common benefit. It has played a positive role for constructing the pattern of mass innovation and entrepreneurship. On the other hand, the characteristics of electronic commerce market have brought some problems, such as market access, electronic commerce platform pricing and other issues, which are different from the problems of the traditional market. Based on these problems, this paper uses the related theory of economics to analyze the necessity of the government regulation in the development of electronic commerce. It requires the government to play a role to make up for market failure. Government regulation needs to have a good foundation. But this paper has found that there are some problems in government regulation through the analysis. For example, the informationization level of the government management is poorer. Government lacks of the unified organization and coordination department and talents. So, it is difficult for government departments to carry out effective regulation. This paper explores the causes behind these problems. On this basis, this paper combs the experience of government regulation in the development of foreign electronic commerce and summarizes the beneficial enlightenment. This has important implications for the governmental regulation of China’s electronic commerce development. Finally, based on the problems in the electronic commerce market, lack of government regulation and the reference of foreign experience, this paper puts forward reasonable policies and suggestions in order to provide constructive reference suggestion to improve the level of government regulation in order to promote the sustained and healthy development of electronic commerce.
