At present, in the global information and communication technologies continue to lead innovation, China unicom faces good opportunities for development. As countries "broadband China" strategy, promote the information consumption, promote the deepening of 4G operation and a series of policy implementation, as well as the big data, cloud computing and Internet of popularization and application of new technology, new business industry faces a more broad space for development. At the same time, China unicom faces huge challenges, 4G licences differentiation after issuing, China unicom in the 3G era of exclusive advantage resources weakened gradually, a new mobile business market "imbalances" features more obvious, OTT business heterogeneous substitute, the virtual operator licence to send, etc., will also affect the market competition. Facing the complex situation, the enterprise’s strategic management increasingly important and strategic decision for the future development direction and development of the enterprise target, this paper of China unicom, the external environment and internal resources and abilities of analysis, put forward the corresponding vision and strategic choice, and put forward the concrete strategy implementation, for China unicom’s decision makers to provide some reference and Suggestions.Based on the analysis of domestic and foreign, on the basis of strategic management theory, using PEST analysis, SWOT analysis, five competition models,such as tools, makes an analysis of the internal and external factors of China unicom concluded that external factors of opportunity lies in the digital revolution and the rise of the new technology of mobile Internet, Internet of things, the national policy,challenges in the industry competition intensifies, the respect such as Internet OTT business heterogeneous replacement; Internal factors, the advantage of 3G + 4G licences(WCDMA + FDD), northern fixed broadband network, the disadvantage groups large, low operational efficiency, it urgently needs to improve network coverage, etc. China unicom should, therefore, for the advantages and disadvantages of its own, formulate the company strategy and strategy implementation, make the development of the company to run more on a new step.
