Promote energy technology revolution, drive industrial upgrading, based on China’s national conditions,follow the international trend of new energy technology revolution, green low carbon as the direction, classification to promote technological innovation, industrial innovation,business model innovation, and closely integrated with other areas of new and high technology, energy technology and its associated nurturing to drive the new growth point of industrial upgrading in our country, realize the optimization of energy structure and industrial structure upgrade. On October 28, 2014, the national energy administration further control the total coal optimize the industrial layout, introduced a optimize the industrial layout on the regulation of coal total guidance ", control over the total coal industry, optimizing layout, project examination and approval, production management,deepen the reform of work put forward a series of specific Suggestions. Coal industry should be in accordance with the party central committee and state council on resolving contradiction severe overcapacity, energy conservation and emissions reduction and control of atmospheric pollution work requirements, combined with industry law of development, in order to control total amount, structure, strong management, promote the reform of the important measures to alleviate the current coal industry difficulties, leading to insist on planning, orderly development, evolution, and strengthen supervision to control and optimize the layout of the total basic principles, mass transfer efficiency upgrade further promote coal industry. To sum up, the government to optimize the energy structure,energy efficiency, reducing carbon emissions, to guarantee the sustainable development of economy is extremely seriously, even for a period of time in the future China still with coal as main energy, but the proportion of coal in the energy consumption will be decreased.This article on the basis of predecessors’ research, the integrated use of qualitative quantitative statistics method, analysis of constraints to reduce emissions under the influence of Beijing’s energy consumption structure on economic growth. Specific include:The first part of the article will be through the combination of qualitative and quantitative methods to analyze the present situation of energy consumption and energyconsumption of the world’s major economies, mainly from the energy consumption structure, energy efficiency and carbon emissions from three angles of descriptive analysis,summarized the current situation of energy consumption and energy consumption characteristics of the world’s major economies, it is concluded that China’s energy consumption structure, energy efficiency and carbon emissions from three aspects and the gap with the world’s major economies, the development and utilization of clean energy is less to see China’s absolute and want to see China’s fast growth, both in terms of energy intensity and carbon intensity to see the value of China’s high and want to see China about two strength degradation speed quickly, actively learn from foreign energy consumption, as to optimize the energy consumption structure of Beijing of later.The second part of the article in the analysis of energy consumption on the basis of a detailed analysis of Beijing’s energy consumption, mainly from the energy consumption structure, energy efficiency and carbon emissions from three aspects, analysis of the advantages of Beijing’s energy consumption and the national average, the gap with the developed countries in the world. The second part of this chapter will be compared with the national economic growth it is concluded that the Beijing economic growth characteristics; The third part of this chapter will be based on the analysis of the former two parts, first is discussed from the perspective of qualitative carbon emissions, energy consumption, the relations between and among economic growth, then it is concluded that the energy consumption and economic growth from a quantitative point of view, there is a long-term equilibrium relationship, and the energy consumption is a granger cause of economic growth and carbon emissions constraints for later further analysis the impact of energy consumption structure on economic growth to lay a theoretical basis.The third part of the article will be according to the energy balance in the Beijing statistical yearbook data from 2008-2012(about the cause of the data capture analysis will do detailed instructions below), establish beyond logarithm production function, due to the established beyond the logarithmic regression model between variables number, the more serious multicollinearity, and the existing statistical data and does not provide enough time to the length of the sample data, if use the traditional least squares estimation(OLS) makes the parameter estimator variance serious slants big, regression coefficient is difficult to explain, even sometimes cannot get parameter estimates.Partial least squares will be very good solve the problem of multicollinearity, and considering the partial least squares compared with other parameters estimation method has many advantages, this paper used partial least squares(PLS) method for parameter estimation, and then calculate the outputelasticity of different energy, the marginal rate of substitution to evaluate energy input into effect and substitution effect between internal energy, and thus provide the basis for scenario simulation to determine the energy consumption structure, three kinds of scene simulation, different carbon emissions constraints are calculated respectively under different energy consumption structure, economic output, find out the optimization direction of the future energy consumption structure in Beijing, it is concluded that the relatively optimal energy consumption structure of Beijing.The fourth part of the article will analysis from the above two parts in put forward the corresponding countermeasures and Suggestions, to the health of the Beijing’s future economic development to provide reliable guidance, provide a reference for the optimization of energy consumption structure in other provinces.
