Research On The Application Of Strategic Trade Policy In Export Expansion Of Clean Industry

In recent years, with the gradual increase of the openness and the trade liberalization, social division of labor is slowly forming in the worldwide. As a developing country, we both have labor and resources, at ease it proves to be the perfect choice of the production of primary products and pollution-intensive products.Because the regulatory environment of our country is spacious, and by the way of foreign direct investment, many countries and companies transfer the producing of the pollution-intensive production and the processing industry gradually into China and other developing countries, some countries even have stopped the production of these products, just simply rely on imports to meet its demand for these products, which will undoubtedly affect the quality of our environment, making our environmental problems more and more serious.To a certain extent, in order to solve the increasingly serious environmental problems, this requires us to find some industries not only ensure economic growth, but also can solve environmental problems caused by foreign trade. Due to the trade and environment issue has now become the focus of the whole society and the problem has seriously affected the country’s sustainable development. Therefore, this study researched in strategic trade policy of the export expansion in the cleaning industry has a theoretical and practical significance.At first, this paper analyzes whether the pollution heaven hypothesis is exist, then based on the hypothesis, building Nemerow index evaluation model, at the same time classifying our industry according to the degree of pollution. At last, according to the results of the final classification, using the special equipment manufacturing industry automobile exhaust treatment device as the object of implementing strategic trade policy, research the optimal level of R&D subsidies and the national welfare changes in the industry. The results show that:(1) Because of the significance of the foreign direct investment by the environmental policies, so we are likely to be the pollution heaven in the future.(2) According to the pollution levels, our industries can be divided into serious pollution industries、medium level pollution industries、light pollution industries and no pollution industries. The so-called light pollution industries and no pollution industries is defined as the cleaning industry. Since our export products are simplex, more than 30 percent of the export products are the serious pollution industries. So we need to choose cleaning industry as the major industry.(3) In the foreign trade, strategic trade policy is an effective way to develop cleaning industries, and our country has an obvious advantage in the implementation of strategic trade policy.(4) We should increase the level of the strategic R&D subsidy,so the overall level of national welfare will also get some improvement. In short, strengthening the supervision of the environment and developing the cleaning industry are the only way which must be passed of the sustainable development.
