Study On Local Government 's Land Finance Management

Under the effect of the imperfect financial system,limited tax revenues are insufficient to cover the various construction of local economy.Land revenue can relieve the dual pressures of financial and political achievements of the local government. The enthusiasm of access to land finance has rising.A period of time,land revenue brought a lot of money to alleviate our country local finance cash-strapped state and provide founds for the urban construction.However,land revenue also brought a lot of problems.For instance,land finance gave birth to "sell, enclosure" boom,uncontrolled transfer of land to accelerate the depletion of land resources,the extensive use of land reduce the area of arable land,threat to national food security;Farmers of land acquisition are not being properly resettled,It caused farmers’ rights infringed and conflicts of forced evictions occurred;The high urban house prices led to a serious shortage of housing affordability of residents,and more"house slaves"appear continuously;At the same time,land transactions rent-seeking corruption is serious,the real estate market development deformed.They both had seriously affected China’s socialist harmonious society construction process.We should be aware of,"land finance" model is not sustainable,it has harmed to the local finance,economic development and urban expansion,so reform must be carried out.This paper thereby makes a research on the concept,causes,scale,impact and problems of the current land finance with the use of the qualitative and quantitative analysis.The entry point of the paper is the land system of Nanjing,in-depth analysis on scale,characteristics of the current land finance.Through the statistical data we can see,Nanj ing’s land financial dependence degree ranking in tenth,while government debt situation is not optimistic,land rent-seeking incidents have occurred from time to time.And then further by the management experience at home and abroad to analyze the economic behavior of local governments in land finance and the related policy recommendations on the guidelines.
