Study On Coordination Mechanism Of Agricultural Catastrophe Insurance And Government Disaster Relief In Yunnan Province

Agriculture is the pillar industry of China’s first, is the lifeblood of the national economy. Meanwhile, agriculture and for the natural environment and climate is more sensitive industries, crop output, value, yield highly vulnerable to the impact of natural disasters. Yunnan is a major agricultural province, agricultural catastrophe insurance certainly is an integral part of establishing and perfecting the agricultural insurance system in Yunnan. From 2009 to 2011, the three-year drought in Yunnan province, bring huge losses to crops, livestock and agriculture. However, postagricultural catastrophe insurance as a compensation tool, did not fully develop the function of insurance of government relief for agricultural disasters is also only a fraction.In short, social effect to improve governance in the agricultural disasters and, therefore, explore agricultural catastrophe insurance in Yunnan province, and coordinated development of Government disaster relief mechanism, is of great practical significance. Based on the agricultural disaster management cost savings against catastrophic risks to the Yunnan province, Yunnan Provincial agricultural catastrophe insurance mechanisms of agricultural disasters in the Government’s management and mechanisms for agricultural comprehensive disaster management system design, further analysis of agricultural catastrophe insurance in the integrated management system in the agricultural disasters, how should the roles, and puts forward corresponding countermeasures.The main purpose of this paper is based on the current operating situation of the provincial disaster relief system, agricultural insurance for government aid, according to the analysis the two to compare operating efficiency, in order to ensure the maximization of social welfare, eliminate externalities, there is a need for coordinated development. Finally, an empirical analysis of Yunnan province as an example, data demonstrate the necessity of harmonious development of both.
