On The Reform And Perfection Of The Income Distribution System Of Chinese State - Owned Enterprises

As an important part of the revenue, SOE earnings have played an important role in providing public goods, quasi-public goods and regulating the economy. therefore,The reform of SOE earnings have been paid more and more attention by the community. Over the years, due to the absence of SOE investor, the uncertain orientation of public goods, income-distribution of SOE is not balanced. It can not reflect the principals of efficiency and fairness. Lack of reasonable income-distribution and fairness are still plagued by SOE, making it difficult to fully function in the national income-distribution. Therefore, reforming and improving the income-distribution system of SOE is imperative.This paper is based on the theory of income-distribution, Deaing with the relationship of income-distribution between various stakeholders inside and outside of SOE is the paper’s main line. First, introducing the core concept of SOE’s income-distribution system and related economic theory. Second, describing the status quo of Chinese SOE’s income-distribution system and Its drawbacks. such as the absence of SOE investor, the uncertain orientation of public goods, the principal-agent problem between SOE’s owners and operators, the efficiency and equity issues does not take into account. and the shortcomings of the status quo and conducted in-depth theory and data analysis.Then,deaply analysising SOE’s income-distribution system in developed countries, and trying to find a way what we can learn from. Finally, after analysing of the theory and practice, there are some proposals for Chinese SOE’s income-distribution system.such as legislation to improve the state capital budget management, regulating the distribution relationship between the various stakeholders, and so on.
