Lack of the implement of land use planning system is leading to less serious, easilychangeable; also the case of illegal land-use is increased year by year, especially the raised landcompensation of social conflicts will bring about the unknowable results in planning organization.Although the question above is caused by different levels; but a deficiency of useful regulation isan important factor by lack of public participation mechanism in land use planning. Secondly, itfocuses on the development of public benefit; also the public benefit would provide a platformwhere the diversification of benefit structure could be formed to let them keep balance. Therefore,the public participation is necessary to introduce into the land-use planning whatever is from therationality of land-use planning, or the consideration of reasonable distribution of public benefit.According the general explaining above, there is a deep research about the basic theory ofpublic participation mechanism in land-use planning. First of all, comparing the existing way ofmechanism between china and western countries, which the advantages and disadvantages will beresulted by the shape of public participation and the analysis of feature’s principle. Afterwards,basing on the inspection of public participation mechanism in land use planning for LiyuanEconomic Development Zone; this paper will going to apply the theory of public participation andrelative interests, fully consideration of the reasonable operability and the effective requests; alsoproposed the exploring direction and optimized approach with the current situation andimprovements of public participation in land-use planning for city’s open economic zone.Therefore, it will be stated by four aspects to describe and analyze.In this paper, the following for this study are briefly introduced:Chapter1Introduction,Introduce the background and the implications of the research, thendiscuss the achievements of public participation and land using planning between china andwestern countries, the method and research thought will be proposed.Chapter2Public participation in land-use planning,Firstly, find the advantage anddisadvantage between china and western countries within the planning form, system describing,introduce and review the typical case. Secondly, it will be divided two parts to explain the land use planning of public participation in China right now. The first part is going to describe from threeaspects which are contained limits, methods, and characters. The second part is going to definefrom the principles, system, organization forms and the instrument.Chapter3Case study in Liyuan Economic Development Zone, Jiangsu,Describe the landusing planning in this zone, and discuss this zone through the questionnaire survey and thestakeholder’s analysis.Chapter4Analyze this zone’s existing problem in land using planning of public participationmechanism. Firstly, the weakness of consciousness, lack of public and government consciousness;secondly, less ways of public participation; thirdly, lower degree of organization; fourth, the roleof planner is not in position.Chapter5With the optimized consideration on public participation mechanism in landusing planning for development zone; first, it emphasizes four principles which are included:respect the expression of interest, fully procedure of participation, elite representative ofparticipation, and its operability; next, mentioned the optimized consideration from the differentlevels by mechanism below: ensure the public participation from the system, enhance theadvertisement, and improve the mechanism of interest-driving; finally, the institutionalframework’s guarantee.Chapter6Conclude the result of this research, and mentioned their weakness and future’sexpectation.
