Study On Public Participation Mechanism In Land Use Overall Planning

Because of lacking effective supervision of implementing Land Use Overall Planning (LUOP), there are still many problems in the implementation process of China's LUOP, especially rapid expansion of construction land. Construction land occupies a large number of agricultural lands. The area of arable land steadily declines, and illegal land use cases increase. There are many reasons for the above-mentioned problems, but lacking PP in LUOP is a very important aspect. For this, it is the need to strengthen PP construction in LUOP. PP is one important means to improve LUOP scientific and rational. In the pattern of the diverse interests, the public, social groups and organizations express their own needs by LUOP in order to balance the interests of all parties and implement LUOP smoothly. PP is an important supervisory mechanism in improving LUOP's implementation and effective of the relevant government departments, which are also great significance for improving the quality of the public, enhancing the public's overall land use planning awareness, understanding and enhancing the public's awareness of the responsibility.The article figures out that the lacking public participation is the important reason for the negative in land-use planning through analyzing implementation of it, On the basis above, we find that using pp in land-use planning is very necessary from four areas, such as social development, democracy promotion and the inevitability of the development planning theory, the need of the different interests caused by planning to the main land rights and economic interests, raising the public's awareness of understanding the planning and promoting to smooth The implementation, so it has huge importance. Based on the researches at home and abroad, the article takes the first step on the based theories, and then analysis's the pp's issues in the development, implementation and management of public participation in China's overall land use and finally designs the overall planning ideas, principles, ways and means of participation and its operating mechanism. Moreover, the article conducts the public participation in land use planning through relevant cases and gives some suggestions in public policy proposals, then prospects in the field of land use planning. The brief contents of this article are followed.Chapter one, The introduction. It expounds the topics background, purpose, meaning, and gives a briefing about western relevant theories and domestic scholars'research of PP in LUP. Finally the chapter brings up the study ideas, methods and innovation.Chapter two, the theories of public participation in overall land use planning. The paper reviews and sums up the relevant concepts and theories of PP in LUOP. On the basis, characteristics, functions, and contents of PP in LUOP are summarized. The main characteristics of PP in LUOP include the purpose, the science, the broad, the levels, the direction, the operational and the difference. Its functions are mainly embodied in the following four aspects: supervision function, scientific planning functions, the public expressing interest function, safeguarding the planning smoothly implementing function. The PP content is expressed in three phases. In the planning preparation stage, it is the public participation in the planning publicity and consultation. In the drawing up stages of the planning, the public express their will and question the planning draft. In the planning implementation stage, the public supervise the government implementing LUP.Chapter three, The analysis on the three stages of the current PP in LUOP. The paper points out that the five reasons leaded to lacking PP in LUOP, which includes the public's own defect, the absence of extensive publicity and education, the bad system supply, the misuse of the planner and the Government's ignorance to the PP.Chapter four, the total thoughts of PP in LUOP. The paper agrees that the goal of PP in LUOP is to draw up scientific and reasonable LUP, and to realize the LUOP objectives smoothly. In order to make the public participation in land-use planning to play a substantive role, the central executive power is decomposed. The mechanism of PP in LUOP is established on the power balance, the sub-category, the representation. The PP five principles are discussed specifically, including the main public, interactive and ongoing, representative, maneuverability.Chapter five, The design of PP mechanism in LUOP. The paper points out the successes and defects by the empirical analysis on Shangqiu's LUOP in Henan province. The improved idea about PP is given for the defects.Chapter seven, The policies and proposals to improve the PP mechanism on LUOP.
