China’s software industry has gained a certain amount of development during30years’the reform and opening through trying and learning. However, Our software industry faces the problems of how to breach the technical bulwark and market barrier that have been established by the foreign software magnate and break through the pattern of industries dominated by the foreign software companies and open up space for software industry of ourselves, because the present development mode of Chinese software corporations is still limited to the software outsourcing of Europe, America and Japanese and professional software development for the profession customer. Facing the large foreign software enterprises and Chinese large and medium-sized software enterprises with a big China software market shareholding, Chinese small software companies are lack of ability of innovation and development conditions because of scale limitation. Thus, it is very important for the small software companies to choose a development model suitable for the actual situation.This thesis takes developing mode base on the Open Source Software (OSS) of IDEAS (DR) Software Co. Ltd., as the research object. Firstly, this thesis introduces the basic concept and origin of OSS and outlines the development tendency of OSS, as well as the current status of using OSS in China. It also analyzes the different of the common license of Open Source Software and mainstream development model base on OSS. On these bases, it takes the problems of the company facing, to analyze feasibility of developing base on OSS for DR by Technology Organization Environment (TOE) theoretical framework. Setting up OSS development strategic plan for DR by create quantitative analysis model of OSS development strategy of DR base on the Analytic Hierarchy Process (AHP). DR can save cost of software program developing and increases the efficiency of software development in order to supply the gap of small and inadequate fund. Meanwhile, help the company achieve a advantage of OSS service by combining the advantages of system integration projects with the software developing. This thesis also makes an assessment to the result of development model of DR base on OSS, and describes some problems that need to be improved and discusses the security system of how to execute and ensure the development base on OSS.It can summarize the experience of developing base OSS for DR and promote DR to the higher level in the future by research in this thesis. It also can provide referential suggestions and analysis methods in selection of development strategic for those small software companies that incline to developing software product and software service base on OSS, and offer some experience of establishing development model suitable for the features of Chinese small software companies in the meantime.
