Rare earth is an important strategic resource in the21st century. Rare earth metal canbe widely used in many fields, it is especially a key element in developing high technology and important raw material for defense and military industry, and it’s known as the "industrial vitamin". Rare earth is to China, just as petroleum is to the Middle East, iron ore is to Australia. While Chinese rare earth hasn’t earned considerable profits although it takes monopoly position in the world. In the recent years, China is carrying on the policy of rare earth export quota controls, and is shouldering great pressure of criticism; but the imperfect of the control policy led to crimes breeding at the same time, such as export quota resold, and it disturbs the market order greatly.There are seven main parts in this paper. It begins at the reserve and distribution of rare earth all over the world, and gets the conclusion that the domestic rare earth quota is more than the real demand in the world through a series of analysis. The second part begin with the development of China’s rare earth industry, through the introduction of China’s rare earth industry and the rest of the world’s rare earth industry, further elaborated China’s rare earth industry problems and concluded that restricting industrial development of China’s rare earth elements according to the status of rare earth industry. Through the export quantity, amount and price data derived enormous impact of China’s major rare earth export policy on domestic trade and international rare earth market. According to the five parts of the overall analysis and research on the rare earth industry on China’s rare earth policy proposals and strategies come to China’s rare earth industry and rare earth policy, how healthy and orderly development.
