China’s Rare Earth Export Tax Revenue Research

Rare earth is one of the important natural non-renewable resources and rareearth’s use is increasingly extensive in the economic and social development. Withthe development of economic globalization, our country is becoming more and moreimportant in the position in international trade, our country is a major importer ofmost countries in the world, however, a large number of rare earth export in ourcountry, caused the domestic rare earth resources decreased dramatically, also causedthe disorderly development of domestic rare earth resources, environmental pollutionand so on.In view of this our country implemented the export restrictions on rareearths exports, including export quotas, export duties and other ways. However, Japan,the United States,and the European Union against China’s implementation of themeasures. they appeal to the WTO, asked China to cancel the rare earth exportrestrictions.In this context, rare earth products’export tariffs as the research subject in paper.From the current situation of rare earth exports and the necessity of restrictions onrare earth products. Then, this paper analyzes the rare earth export tariffs’ the policyadjustment of calendar year. The adjustment of the export tariffs can be divided intothree stages: The first stage is to encourage exports and to implement export taxrebate; The second stage begin to limit exports and cut rare earth export tax rebatesuntil cancelled;The third stage perform export tariffs for rare earth. Then,the articlehas carried on the effect analysis to the evolution of the rare earth export tariffs.renaching the flowing conclusions through theoretical analysis and practicalobservation:(1) The stage of encouraging exports and implementation of export tax rebate,the effect isobvious from theoretical and practical analysis:Exports increasegradually.And rare earth occupy successfully foreign markets. But at the same time itbrings a lot of problems, such as the environmental pollution, rare earths reservesdwindling,randoming mining and so on.(2) The stage of restricting on rare earth exports and reducing export tax rebatesrate,the effect of a short-term is obvious from theoretica. From a practical observationcan verify this conclusion. However, the effect of a long-term is not obvious fromtheoreticaand practical analysis. Because the price of rare earth is reducing.But thereis no denying that rare earth export tariffs optimize the export structure. After analysis of the effects of export tariffs,this paper analyzes the case of rareearths. And drawing the conclusion of rare earth export tariffs on long-term effect isnot obviousand easy to cause the conclusion of trade disputes. And this paperanalyzed the trade policy and reserve system of Japan and the United States.Finallythe article puts forward some Suggestions on rare earth exports:To cancel the rareearth export tariffs, To improve resource tax;Build a rare earth reserve system; Withthe WTO competition mechanism to promote healthy development of domesticindustry;To play rare earth industry self-government functions.
