With the development of social economy and human’s knowledge of the new economic activity, human should further study and explore today’s value theory, and suggestions have been offered from the eye of the sustainable development of economics to reconstruct value theory conforming today’s social development. The role of the value theory is to uncover the basis and the connotation of value laying the foundation of the resource pricing and revealing the value-flow and compensation relationship of the resources system network. According to the theory of value, this article puts forward a new method for assessment of patent assets value. Firstly, author lists the main factors influencing the patent asset valuations classificatorily. Through the method of AHP, the influencing factors of index system are empowered, and then calculating the judgment matrix R. Secondly, three-level fuzzy comprehensive evaluation model is established by using fuzzy mathematics principle to analyze specific patent assets, and then getting the final fuzzy sets B. Then, using the level parameters method to determine the price column C to get the value of patent assets, which is Q=B·C.Finally, author establishes income class hierarchy based on the analytic hierarchy process(AHP) and calculate the technology contribution rate Pi(i=A、B、C) of each patent and the technology contribution rate Pj1of each patent claim of the total claims and the rate W of the technology of patents of scheme layer to excess returns of target layer. So the final patent evaluation value is The method combined with analytic hierarchy process (AHP) overcomes factors of uncertainty when only using income approach. At the same time, this method is scientific and reasonable for determining the contribution rate of the invention patents, trade secrets and utility model patent technology in excess return, and provide a reference for assessment in the power system.
