Research On The Problems And Countermeasures In The Implementation Of Housing Accumulation Fund System In China

Housing accumulation fund system is a mandatory long-term housing savings system to solve the housing problem of urban workers. It is a kind of financing channels for the majority of low-income families’purchase of housing. Housing accumulation fund system has made remarkable achievements through over20years of continuous development. However, it still has some problems of the system itself:limited coverage of the deposit mechanism and design flaws in deposit amount; restriction of the loan policy and benefit group; the conflict between narrow investment channels and capital appreciation requirement; low deposit rate and low loan rate regulated by the people’s bank of china; center positioning dilemma and lack of regulation and so on. These problems demonstrate the necessarity of reform of housing accumulation fund system, and also higher and higher public expectation and requirement on the system.This paper takes operation mode and process of housing accumulation fund system as the main research subject. This research investigates the problems of process and mechanism in housing accumulation fund system. Based on related theory and application of public management,this research provides discussion and managerial implications,to shed light on improvement of housing accumulation fund system.
