In1991, the housing system reform encountered financing difficulties. According to the local actual situations, Shanghai drew lessons from Singapore Central Provident Fund system, and creatively introduced Housing Provident Fund System. The new financing mechanism of shared responsibility by the state, collective, individual, not only alleviated the financial burden, but also solved the financing problems of housing. Therefore, the new system was soon extended to the whole country, and effectively promoted the deepening of the reform of housing system. After more than20years development, Housing provident fund system has experienced the transition from planning system to market system, and plays increasingly important role in solving the housing problem. Firstly, the Housing provident fund system turns the housing distribution in kind into monetary distribution, the new system has raised large amounts of funds for housing construction and consumption, and changed habits on housing consumption. Finally, the Housing provident fund system promoted the rapid development of economy.However, our country is in the transition period from planned economy to market economy, the market economy has played an important role in optimizing the allocation of resources, but also exposed a lot of defects. For example the income gap between residents continues to increase, and the unfair distribution of income has become the focus of the society, especially in the area of housing. In recent years, with the process of city expansion the rapid rise in property prices. More and more low-income groups are excluded from the housing consumption. This means that housing security is facing enormous challenges. As an important part of social security system, whether the housing provident fund system can play a constructive role is very important. In practice, however, Much unfair phenomenon exists in the field of housing provident fund. Policies often deviate from low-income groups who should be guaranteed. The system not only does not achieve fair, but also takes from the poor and gives to the rich. Lead to the expansion of the gap between social groups. Therefore the housing provident fund system needs to be improved and adjusted, so that low-income families really benefit from the system, which is the true goal of the housing provident fund system is seeking.This paper reviews the development process of the housing provident fund system in our country, then analysis the characteristics of housing provident fund and the role in housing reform, and puts forward that the system is an important part in housing security system. Based on that, this paper studied the fairness problem, and pointed out unfairness of the housing accumulation fund system:opportunity inequity、distribution inequity、lack of compensation mechanism. And then summarized the causes of unfair system: institutional design、management and supervision、legal issues and so on. This paper also introduced the Singapore Central Provident Fund System in detail. Finally, this paper puts forward reform ideas about the provident fund system.The emphasis of this paper is to confirm the definition of fairness and how to use the meaning in the field of housing provident fund, and summed up the principles of fairness from the theory of fairness. On this basis, the paper carried out a detailed comparison between the housing provident fund system and Singapore Central Provident Fund System under the same criteria.Finally, we hope that through continue improving the housing provident fund system will give full play to its role in the housing security system and make the low-income groups can afford housing or improve their housing conditions...
