| With the pace of China’s social and economic developmental acceleration, the energy demand increases dramatically. Oil is one of the most important non renewable energy in China.Because the demand continues to increase substantially while the output grows limited, the oil companies have been gradually establish strategic management thinking, as the petroleum enterprise basic production unit,the oil production factories developed with the continuous development of petroleum enterprise. In view of the oil production factory, the prominent problem is how to implement the strategic management scientifically and reasonably, to achieve the strategic goal of sustainable development in oil production factory. The X Oil production factory passed half a century of continuous mining, which has entered into the middle or past development period, in order to maintain the healthy and sustainable development, the X oil production puts forward comprehensive promotion and the total strategy of "high-level, high-efficiency, sustainable development", and formulates the corresponding strategic goals. Looks from the management practice of oil production factory, the current strategic management objectives has not only reflect the strategic intent fully, but also the implementation of strategic goals often disconnects with the targets. Therefore, there has a very important practical significance to establish strategic target system in line with the strategy of oil production factory, and then determine the strategic target pre-warning control standards and measures.Firstly, through questionnaire method and on-site interviews, this paper sorts out the current strategic management status of X production factory, analyzes its strategic management problems, and explores the necessity of implementing the strategic target pre-warning control of X oil production factory. Next, this paper focuses on the research of construction of oil production factory strategic target pre-warning indicator system, applies balanced scorecard thinking according to the characteristics of oil production factory industry,and designs the oil production factory strategic target pre-warning control dimension, including four dimensions about economics, management, security and environmental protection and social responsibility, constructs pre-warning indicator system including production, unit operating costs, ROI, etc, combined with expert judge method. Finally, this paper uses expert meeting method, through experts’focused discussion, exchanges views to receive the allowed deviation value of each index, then according to the statistical analysis of historical data, questionnaires, and other indicators transfer method to design the pre-warning threshold value for the strategic target pre-warning indicators control system. At the same time, in order to avoid unplanned advance, after a rush phenomenon, this paper puts forward the countermeasure and suggestion of each indicator’s deflected row police and anti-police.Through the construction of oil production factory’s strategic target pre-warning control system, this paper resolves the strategic target, lets all of the staff have a clear strategic division of labor, and lets the managers understand the implementation of strategy in time, and puts forward the countermeasure and suggestion of each indicator’s deflected or hysteretic row police and anti-police, from which can more effectively to prompt the implementation of strategic target. |
