A Study On The Financial Support Of "Agriculture, Countryside And Farmers" In Yunnan Branch Of Agricultural Bank Of China

Three Dimensional Rural Issues (Three Rural Issues for short) are the core and main difficulty for China to build a moderately prosperous society, to push up the modernization of socialism, and to realize the rejuvenation of the Chinese nation. The Three Rural Issues are highly concentrated from the central government to the grassroots. To form the solutions of the Three Rural Issues, financial supports are needed. However, the financial services in Chinese rural areas fall quietly behind. As the main joiner as well as the leading power, the agriculture banks focus on the Three Rural Issues after the shareholding system reform and being listed. They will re-organize the structure, explore new service mode, create product system, optimize credit process, fully take the advantages of capital, human resource, outlets and nets to better financially serve for the Three Rural Issues.In this thesis we take Yunnan Agriculture Bank as a sample. First, by analyzing the practices of Yunnan Agriculture Bank’s services for the Three Rural Issues, we try to form a conclusion on the effects of those services, and strengthen our faith on those services. On the other hand, by analyzing the problems existing in the financial services in rural areas, and finding out the difficulties that banks are confronting, we try to dig out the problems that are existing in banks’ Three Rural Issues services on the subjective and objective causes and sketch out the perspective of them, and propose clearer requirements on service mode, service. Second, from the perspective of the government, and on the theories of public administration and economics, we try to analyze the supervision and encouragement mechanism of agricultural banks’services for the Three Rural Issues, and propose our suggestions on relevant policies.The thesis is structured with five parts. list some related studies and conclusions from both domestic and abroad researches, and introduce the basic concepts and researching methods. In the second part we explain the theoretical basis that agricultural banks should serve for the Three Rural Issues on the basement of regional development. In the third part we introduce the good effects that Yunnan Agricultural Bank has gained in the process of serving the Three Rural Issues, and analyze the difficulties it is confronting today and propose some solutions. In the forth part, we choose three examples of Yunnan Agricultural Bank’s services to explore how banks should create new service mode, product system and process design on the purpose to serve for the Three Rural Issues. At last we draw the conclusion from above researches and analysis and promote detailed suggestions on the improvement financial services of the Three Rural Issues, which include to specialize the service point, to certain the credit support beneficiary, to strengthen capital allocation power, to improve encouragement policies, to implement credit policies, to continuing support the main projects of the Three Rural Issues and so on.
