Ensuring supply of halal food such as ’Border-Sale’ tea is one of the most important tasks for affairs of minority nationalities in China. The development of the manufacturing industries will effect whether minority nationalities can share the benefit of economic growth as well as the economic transformation and upgrading in related areas.The’Border-Sale’tea industry in Ya’an city was selected as objective for this thesis and the issues in development of’Border-Sale’tea industry in Ya’an will be discussed. Ya’an city, the starting point of Ancient Tea Route, is known as one of the biggest’Border-Sale’Tea production bases. It has a long history of manufacturing’Border-Sale’tea.This thesis takes Industrial Value Creation Theory, Industrial Technology Progressing Theory, Industrial Integration, Industrial Clustering and Theory of consumer preferences as the foundation. Methodology used is historical materialism, dialectical materialism through investigating and visiting the main manufacturers in Ya’an city. After obtaining detailed information such as the sources, production structure and current situation of supply and consumption of the’Border-Sale’tea industry in Ya’an city, several problems such as the lack of supportive policies, the weakness of regional competition, low level of industrial technology and the imbalance between industrial economic benefit and social benefit were pointed out. Based on facts collected, this thesis emphasizes the overall target and issue, gives out two models for development which are complemented. These advices could help to better develop the ’Border-Sale’tea industry in Ya’an city. Moreover, this thesis also suggests that the’Border-Sale’ tea industry in Ya’an city could be promoted by consummating supporting policy system, establishing regional market associations, strengthening technical innovation as well as promoting industrial integration. Such measures would not only guarantee a safe and healthy supply of’Border-Sale’tea, but also accomplishing a balance between economic and social benefits in the process of ’Border-Sale’tea industry’s development.
