For a long time, due to a variety of factors,the level of eastern, central and western regions of China’s rural economic development is not consistent.The consumption structure, spending power and consumption level of rural residents in different regions are also different.Rural residents’ consumption is an important part of Chinese residents’ consumption, which plays a important role in expanding domestic demand and promoting macroeconomic growth. So narrow the economic development gap and rural residents’ consumption level among eastern, central and western rural areas related to the balanced develop and steady growth of China’s macro-economy, coordination of eastern, central and western regions the level of consumption is very important.Firstly,this paper uses macroscopic statistical methods to analysis the consumption of rural and urban residents of east, central and western areas, comparing the differences of consumption and the average propensity to consume between urban and rural residents,analysis the causes of regional consumption differences and urban-rural consumption differences.According to the statistical analysis of the situation,and on the basis of previous research on rural residents’ consumption function, builds up a dynamic general equilibrium model by introducing previous period income, period consumption and current income. Uses the statistics on the rural residents of eastern, central and western regions of china from 1985~2011 to do empirical analysis quantile regression. Then, this paper uses a representative of the micro data to do statistical analysis, to confirm theory, model and empirical analysis.The result of the research indicates the consumption of rural residents of China is effected on current income, previous period income and previous period consumption, and the same variable has the different effect on the consumption of rural residents in different regions, east region is most affected. Meanwhile, the same variable has the different effect on the consumption under different consumption levels, medium consumer groups most affected, high consumer groups lest affected. According to the research results, proposed targeted policy recommendations, which try to elevate the level of consumption of rural residents by improve the level of income, consume, regional economic policies, rural medical education and social security, leading to the stable growth of macroeconomic.
