Study On Comprehensive Evaluation Of Regional Food Safety Supervision Level In Yunnan Province

People are the source of national strength, food is the paramount necessity of people and food safety is the top priority。Food is the material basis of human survival and development of food safety is directly related to public health and life safety, related to the economic development and social stability.30 years since reform and opening up, China’s political, economic, social, and cultural enterprise long-term development, has made remarkable achievements, closely connected with the people living rights of food supply market there has been a fundamental change, the food category is complete, variety, quantity, both in quantity and quality have improved a lot. However, with the comprehensive and rapid development of economy and society, and in recent years, similar to "Poisonous Blood Tofu", "Lean Meat Powder", "Leather Milk", "Sudan Red" and other major workplace malignant food safety events emerge in endlessly, food safety has become a troubled people live a heart, become a cancer affect the harmonious development of society, has become the focus of social attention and hot issues.The existence of the food safety problems, let’s see illegal businessmen lack moral conscience at the same time, also exposed the Chinese government in the food safety management system and operational mechanism on the defects and deficiencies. Government as a function of management department, no matter from the stable social and economic development, or from the perspective of people’s life safety, it is the responsibility and obligation to supervise and manage on food safety issues. Especially in the new 《Food Safety Law》 after the promulgation and implementation of how to perform law endows the sacred duty of the governments at all levels be responsible, earnestly safeguard the people’s diet safety, become the party committees and governments at all levels of local political test attaches great importance to the people’s livelihood problems.This paper first analyzes the related concepts of food safety, demonstrated to the importance of food safety regulation, combining research status at home and abroad is pointed out that the main factors affecting food safety; Then, for food safety regulatory process, in Yunnan Province and summarized in this paper, the main experience and problems; Again, using the DEMATEL method to the area of Yunnan province, key factors affecting the food safety supervision level identified; At the same time, using the analytic hierarchy process (ANP) in Yunnan Province regional comprehensive evaluation of food safety supervision level; Finally, combining with the above research foundation, from three aspects such as government, enterprise and society, promote Yunnan area of food safety supervision level of countermeasures and Suggestions. Hope that through this article research, to further enrich and develop the theory of Yunnan food safety regulatory system, which provides the theory and practice for food safety regulation in Yunnan Province, and to a certain extent, enhance the level of Yunnan area of food safety supervision.
