Problems And Countermeasures Of Food Safety Supervision At The Grassroots Level

Food is the staff of life.With the development of economy and the great enrichment of material life,people pay more and more attention to food safety,and the demand for safe food is increasing day by day.However,a series of food problems once let the public into a deep panic,safety is the basic attribute of food,but now reduced to a luxury.Food safety is related to health and life safety,social stability and people’s well-being.It is urgent and important to do a good job in food safety supervision and ensure people’s food safety.Grassroots supervision is at the forefront of food safety supervision,and its efficiency directly affects the overall quality of food safety supervision.In this paper,Xiaodian district was selected as the research object.Firstly,the literature on food safety supervision of domestic scholars was sorted out via method of document study.Secondly,combining with the field observation method,the current situation of food safety supervision in xiaodian area is expounded.Thirdly,the problems and causes of food safety supervision in Xiaodian district are studied.Finally,the paper puts forward some countermeasures to improve the efficiency of food safety supervision at the grass-roots level in order to promote the stability and progress of food safety in China.In recent years,Xiaodian district attaches great importance to food safety supervision,and has made a lot of achievements in case checking,government service,building people’s livelihood,etc.,but there is still a large gap between it and the public’s requirements for safe food.Due to insufficient supervision task of supervision and regulation means a lack of innovation and law enforcement basis insufficient,lack of food security information release mechanism,accountability mechanism of chaos,resulting in food safety supervision become a mere formality,food safety regulatory enforcement is often blocked,lack of food safety regulatory means scientific hard to contribute to long-term supervision,food safety information disclosure does not reach the designated position,regulators selective law enforcement and other issues.In view of the problems and causes in the grassroots supervision of Xiaodian district,this paper puts forward Suggestions from the following four aspects: perfecting the supervision mechanism,enriching the supervision means,mobilizing the social supervision and improving the capability of the supervisors.First of all,we should improve the new supervision mechanism based on the basic means of "double random and one open" supervision,supplemented by key supervision and based on credit supervision.Secondly,we should optimize the means of supervision by promoting information sharing to achieve collaborative supervision,opening up the big data of food safety supervision,and promoting the construction of food safety traceability system.Thirdly,guide the public,industry associations and media to participate in the social governance of food safety;Finally,through strengthening business training,optimizing the structure of grassroots staff,establishing scientific incentive mechanism and other ways to improve the ability and enthusiasm of grassroots supervisors to perform their duties,so as to improve the supervision ability of grassroots.
