Study On Efficiency Evaluation Of Food Safety Regulation In China

Food safety is not only related to people’s livelihood, but also closely related to theeconomic development and social stability. In recent years, the issues of food safety havearoused widespread concern in the community. Therefore, China has also stepped up theintensity of food safety regulation and management in order to obtain regulatory effect.However, the efficiency of food safety regulation and effectiveness of food safety regulationare closely linked, so the evaluation of the efficiency of China’s food safety regulationbecomes even more important.This paper based on the input-output index system evaluated the efficiency of food safetyregulations during1999-2008in China using the DEA model combined with thesuper-efficiency DEA model. Then through the analysis of technical efficiency, pure technicalefficiency, scale efficiency and ultra-efficiency, it can be concluded that the efficiency of foodsafety regulation in China has no fundamental improvement and its efficiency is not highenough. Finally, policy measures on improving the efficiency of China’s food safetyregulation has been proposed according to the model analysis.It is found that the number of food poisoning repeated fluctuations in recent years and didnot decrease significantly compared with the earlier years, while food sampling pass raterepeated fluctuations and did not increase significantly compared with the earlier years. In theevaluation of food safety regulatory efficiency during1999-2012, it is found that theefficiency of food safety regulation in recent years is relatively efficient, but in general, theefficiency is not high. Trough questionnaire combined with multivariate ordered LOGISTICanalysis, it is found that the degree of target consistency between with the local governmentand national, regulators incentive extent, severity of punishment, enforcement of laws,perfection degree of laws and regulations, risk management capabilities, the level ofsupervision of consumer participation affect the efficiency of China’s food safety regulation.Therefore, this paper proposed that in order to improve the efficiency of food safetyregulation, our government should improve the food safety laws and regulations, establishgovernment, public, media and industry associations number one regulatory mechanism,improve the shortage of food safety regulation department and strengthen the policyrecommendations of food safety management.
