The environment of economic development is a hot issue in recent years, China’s economic development practice has been widely concerned. The environment of economic development is divided into two aspects of the hard and soft environment. The hard environment is the material basis of environment supporting the economic development of resources and energy, including the geographical environment, traffic environment, market environment factors, infrastructure construction and other content. The soft environment is relative to the hard environment, is to maintain economic development order management environment,which mainly includes the policy environment, service environment, legal environment, market environment and the humanities environment five environmental factors. In the soft environment factors, the behavior of the government in its extensive and mandatory national and dominant position in them. Therefore, government affairs service environment plays a very important role in optimizing the environment for economic development.In addition, from the reality of our country, the central and local differences to optimize development environment requirements focus. However, the construction of soft environment is not put things right once and for all things, compared with the surrounding city, Dezhou City, there are still public servants weak legal consciousness, system and mechanism in the aspect of the soft environment construction is still not perfect, the operation mode does not adapt, power rent-seeking space is bigger, the interests of the masses demand is not smooth etc. problem, affecting Dezhou to achieve leapfrog development pace.Therefore, based on analyzing induction throughout the optimization of soft environment construction of successful experience, this paper proposes to eliminate power standard thought, carry out the administration according to law; the transformation of government functions, strengthening public service; purification power operation space, promote clean and efficient operation of the government; to promote the reform of system and mechanism, play a fundamental function of a series of optimization and improvement of Dezhou city soft environment construction, countermeasures and suggestions.
