Food is an important material basis of national economic development. How to increase food production is one of the key research topics of countries government around the world. With the growth of population and the shortage of arable land resources, the supply and demand in the international food market are increasingly serious. As a large agricultural country, food is more important for our country because the food is related to the national political issues of the social stability and economic development and it is also related to the fundamental question of national survival and development. From2004to2012in "Central Document No1" the importance of the food problem were stressed and a series of policies to adjust food production were proposed. Heilongjiang province is China’s important commodity food production base and one of the countries major grain production areas, so it has important significance to the stability of national food security. Stabilize and improving food production capacity of Heilongjiang province is not only the need of ensuring national strategy security, is but also an objective requirement of the economic development and farmers to get rich in Heilongjiang province.Since the reform and opening up, the food output in Heilongjiang province was increasing continuously. With the full implementation of the "5million of tons of food production project" in2008, the development of food production was greatly promoted in Heilongjiang Province. The food yield exceeded5million of tons in2010. For the transformation of the economic model of Heilongjiang province it had laid a solid foundation, and had built a stable and reliable food production base for the country. As the importance of Heilongjiang province in national food security system, Research on the factors affecting food production in Heilongjiang province and proposing strategies to promote food production will have an important practical significance for the development of food production in Heilongjiang province, and will play an important role to ensure national food safety.In this paper based on the review about the present situation of the domestic and foreign research the concepts of food and food production were defined. Some basic theories were used, including the theory of input-output, the theory of comparative advantage, the theory of factor endowments, the theory of public goods and the theory of industry association. Some research methods were used, such as combination of the quality analysis with the quantity analysis, comparative analysis, and so on. The contents of research are as follows: (1) In this research the present situation of food production in Heilongjiang province was described and analyzed. Both advantages and disadvantages of food production in Heilongjiang province are described.(2) The qualitative analysis of factors affecting food production in Heilongjiang province was carried out In this paper the four factors affecting food production in Heilongjiang province, including land, funds, labor force and natural that affected food production were analyzed.(3) The quantitative analysis of factors affecting food production in Heilongjiang province was carried out In analysis the method of the principal component analysis, the method of the grey relational analysis, the method of Cobb-Douglas production function analysis and contribution rate forecast were used. The results of the principal component analysis showed the pure volume of chemical fertilizer was always one on the main factors affecting the food production of Heilongjiang province; the effect of the agricultural mechanization was increasing constantly; the effect of the natural disasters was weak because the anti disaster ability of food production was gradually improve. The results of the grey relational analysis showed that the per unit area yield of food was the main factor affecting food production in Heilongjiang province; the second was the pure volume of chemical fertilizer and the total power of agricultural machinery. The results of Cobb-Douglas production function analysis showed that the effect of the crop sown area was largest; the second was the pure volume of chemical fertilizer; the effect of the disaster area of crops on food production was negative(4) Countermeasures promoting the food production development in Heilongjiang province were put forward, which consisted of protecting land resources, stabilizing the crop areas; rationally applying the chemical fertilizer to improve the fertilizer efficiency; strengthening the construction of agricultural infrastructure; completing agro-meteorological disaster forecast; adjusting the structure of agricultural mechanization; enhancing the scientific and technological support capabilities to enhance the contribution rate of technological progress.
