Study On Urban Spatial Expansion And Land Use Control In The Process Of Urbanization

With the rapid growth of the economy, the Chinese urbanization keeps accelerating and presents new characteristic, namely that the speed of land urbanization is faster than the speed of population urbanization.Part of the urban land is rapidly expanded, which leads to the rapid expansion and disorder spread of the urban land utilization. Large-scale enclosure and occupation of land, vacancy of new industrial park, occupation of a large amount of arable land occur frequently, which lead to rapid reduction of the agricultural land, urban expansion, low utilization efficiency of land. As a populous country, especially a developing country with less per capita available land resources, China faces more challenges in food production and construction. Therefore, in the process of urbanization, it is of great theoretical and practical significance to explore how to reduce the waste of land resources, realize the intensive utilization of land, adjust land use structure, and control the unlimited sprawl of land use.As one of the important western cities and the second largest city in Guizhou province, Zunyi is facing with accelerating urbanization process in recent years with increasing demand for the construction land. Therefore, it is of great significance for the construction and development of Zunyi to sum up the experiences of the urbanization development, prevent the spread of urban land disorder, and raise efficiency of utilization of urban land. This paper takes this as the target. On the basis of defining the relevant concepts, the paper combs the domestic and foreign research results of on urban spatial expansion and land use control, and then uses comparison analysis and quantitative analysis to implement relevant study on the morphological evolution, speed, strength, total quantity of land use, land use structure of the spatial expansion of Zunyi. The study finds that: in recent years, the spatial expansion in the construction land area in Zhunyi area is relatively fast with great intensity and unreasonable land use. The existing problems mainly include: the total amount of the urban land utilization keeps increasing, and the urban construction area is increasing with the increase of the value of the second and the third industry, the increase of the investment in fixed assets, and the increase of the non-agricultural population.The growth rate of the urban construction area in the corresponding period exceeds the economic growth rate and non-agricultural population growth rate. The total urban land utilization exceeds the urban economic development speed. The land use demand exceeds the economic growth, and the land urbanization is faster than the population urbanization. At the same time, the cultivated land and unused land in Zunyi reduce year by year, and the urban construction land keeps increasing. The land use structure of Zunyi city focuses on economic purposes. This paper collects data including the construction area, the added value of the second and the third industry, investment in fixed assets, non-agricultural population, urbanization rate. Based on these data, it uses the SPSS correlation analysis method to find the main factors influencing the urban land use. Then, it draws lessons from domestic and foreign research results to put forward countermeasures including scientifically developing and strictly enforcing general rules of land use, strengthening the control of land use;improving the related land policy and land system to implement scientific management of land; guiding the intensive utilization of land, severely punishing illegal land use and transforming the mode of economic growth, promoting the healthy development of the economy and the rational utilization of land resources, protecting the ecological environment. All these countermeasures can prevent the disorder spread of land use in process of urbanization in Zunyi, and realize sustainable utilization of land.
