"Resource Curse" And The Locking Effect To Circumvent

"Resource curse" is accompanied by the development of resource-based cities to produce a hot issue. Resource-based cities in northern Shaanxi in its development process, also suffered a "resource curse" troubled.In the study of "resource curse" problem, domestic and foreign scholars from different research angles and studied via selecting different variables, and also made some research achievements. Results focused on the development venation and action mechanism of the phenomenon of the sort, studies and discusses the evoked "resource curse" and many other factors, formation mechanism and form of expression, and from a system perspective on how to realize the "unlock" gives some practical suggestions. Most studies support such a conclusion, that is:the resource curse is to a large extent can avoid, not every resource rich countries and regions will fall into the curse of resources, abundant resources and not sufficient condition of resource curse. However, the existing research on some resource development is still at the period of prosperity, the high is economic growth, resource curse is not obvious, for example in Northern Shaanxi area of Yanan city and Yulin City, how to do the city save, research advance to avoid possible risks is rare. Based on this, a resource curse still need more in-depth study, some specific problems that may arise to guide resource type economy development process so that the overall system of. This is the key issue to be addressed in this article, also is the innovation of this paper.In addition, this article for this issue in-depth research, an has introduced path theory into the research of the development of the resources city transformation creatively. On the basis successful cases that summarized domestic and foreign resources cities around "resource curse", this paper combined regional characteristics and development characteristics of resource-based economy in shanbei region, we could take precautions on the stage that local depend on energy resources in the exploitation of high economic growth of "resource curse" and get rid of the lock mode of "path dependence", realize the "path to create" through mode locking "path" that active play could take subjective initiative out of the traditional development,as to avoid the same "resource curse" in shanbei area to give some feasible policy suggestion.This paper combs out the concrete manifestation of "lock in effect" in Northern Shaanxi resources in economic development, and the use of locking effect principle of the difficulties facing the development of resource type economy in Northern Shaanxi were explained, in-depth analysis of the Northern Shaanxi region urgently needs the necessity of "unlock". On this basis, this paper absorbing Chinese and foreign successful implementation of a "classic case of unlocking" city, from the development of green ecological agriculture, tourism, increase educational investment, extension industry chain and other aspects, for the North Shaanxi crack "lock in effect", realizing the "unlock" gives some feasible coping strategies.The results show that the resource-based cities of shanbei economy development at present is depend on energy exploration stage of "resource curse" heavily, in the state of "path dependence" and "path lock". If the government can play a good guidance function on governing idea, coordination and service in this phase, and pay attention to the accumulation of human capital, physical capital and ecological capital in the process of development, we can avoid the potential risk of "resource curse" through the artificial "path creation" to bring economy into the path of benign development.The innovation of this paper is to:First of all, in the past research of resour-ce type city break the "resource curse", to seek the transformation and developme-nt of the literature, domestic and foreign scholars will focus on the study of the re-sources have been depleted or exhausted city types, and rarely involved inresource t-ype city is still in the "growth" and "mature". The resource-based city is still in the "growth" and "mature", how to "save", to avoid possible risks, it is urgent to sol-ve the problem. If this problem can be solved, then the resource type city can ma-ke full use of energy resources dividend at the same time, the balanced develop-ment of other industries, to avoid the "resource curse" trap, in order to achieve sust-ained and healthy economic development. Therefore, the choice of resource-based city is still in the "growth" and "mature" as the focus of the study, and the Norther-n Shaanxi area is a typical representative of this kind of area. Secondly, for the verification of Yanan city and Yulin city in Northern Shaanxi Province is in the resources are mined, the hypothesis of economic growth is heavily dependent on re-source exploitation "resourcecurse" stage, this paper adopts empirical research method, empirical analysis using panel data. The empirical study found that, in Northern Shaanxi has shown signs of resource-based industries "lock-in" signs, has fallen into a "resource curse" stage. Inthe end, in this paper, institutional economics "lock-in effect" and "unlock" theory into the restructuring and development of resource-based economy, to explore the relationship between the "path dependence" and "lock-in effect", as well as to explore how the "Path Creation" to achieve "Unlock". This is a resource based economy before the development of research scholars rarely involved in research and ideas.
