Health Performance Analysis Of Chinese Government Health Expenditure

Health is necessary requirement to promote the comprehensive development of human. To improve people’s health, to achieve the ideal of medical services, it is the common pursuit of human society. Since the 1990s, Chinese medical and health undertakings show "market-oriented" features. Personal medical health expenditure share is increasing quickly, resulting in a series of social problem. Since from the government introduces the new medical reform policy, it begin to dominate the health sector. But whether increasing government spending on health will improve the performance of the residents’health, which manner takes to increase the government spending on health can improve performance more efficiently, how to solve the problem of health inequities, all the problem solving in academic research is not much, especially using the panel data methods.The paper constructs function to assess the health status in the basis of Grossman Model. It uses the panel data method to analyze the problem from the national and regional levels, and further analyze the problem and its causes, and put forward constructive suggestions. The paper can make clearly the direction of the medical system reform policies and formulated herein. And not only improving the performance of health of the population in general, but also effectively alleviating the health disparities exist among different regions.The innovation of this paper is to select a number of health metrics using a variety of methods. And using two indicators to measure the health by panel data analyzing, the other two health metrics indicators for descriptive statistics. The paper builds econometric model based on 31 provinces from 2009 to 2014, to explore the role of government health expenditure by a plurality of performance indicators for more realistic. After the analysis at the national level, it dividend the 31 provinces into three areas:the eastern, central and western regions, to analyze whether there are regional differences in health performance.The results shows:increasing government spending on health does improve the performance of the health of residents. At the same time it still exist three following problems in the medical status of our country:the size of government health spending is still insufficient, the structure is still not optimized, the resource allocation of medical needs to be more efficient. There are regional differences in the health performance. Based on these problems, the paper puts forward the following three countermeasures: strengthen the government’s responsibility in the medical field, improving the health care system, improving the transfer payment system, in order to improve the effectiveness and equity of health performance in the future.
