At present, China is vigorously developing the national highway construction, construction of China’s highway network, but the construction of a huge capital gap, relying solely on the public sector finance has been far from meeting the needs of the construction of funds raising problem has become a bottleneck restricting China’s highway construction. Because of the highway project is the field of infrastructure construction in China, this paper introduces the PPP model to the construction and operation of the highway project, and fully mobilize the private sector to participate in the construction and operation of the highway project, ease the construction fund pressure of highway project. This paper mainly aims at the PPP mode of the highway project pricing model, and strives to explore a wide range of application of the PPP model of the highway Concession Pricing model.This paper mainly has two aspects, the specific:(1) The feasibility of the PPP model of highway project operation in our country is demonstrated. Firstly, the basic characteristics of the highway, PPP mode of the applicable conditions of the theory were studied and analyzed. On this basis, the feasibility and potential problems of PPP model in the highway project were analyzed. Research shows that the implementation of the PPP mode of highway project need to develop and improve the incentive mechanism, risk sharing, investment yield and other aspects, so as to ensure the smooth implementation of the PPP model highway project, and ensure the sustainable development of China’s highway project.(2) Research on the pricing model of the PPP model of the highway. In this paper, the paper analyzes the three aspects of the model, which is based on the three party’s satisfaction, the private sector’s expected investment returns, and the public sector subsidy intensity. The three parties are used to construct the PPP model.
