For the reason of less money of the governments' finance and the development in diversification of highway fund raising, it is needed for the highway tolling system to be used in developing the high-grade highway construction in China. If we want to defend the legal right of the highway users, the highest tolling rates shouldn't surpass the differential benefits that the highway users would get.To promote the quick and strong development of the tolling highway, we should control and stop the disorder highway tolling in any way. To put the highway tolling into practice, we can not overlook the theoretical and practical problems resulted from the standardization of the tolling operation and the development of the highway industrialization.The new advances have been gained in the area of highway tolling and finance theory by this thesis, but it is still needed to work hard and make more progress to complete the theoretical system.
