Effect Of The Implementation Of The New Rural Social Old-age Insurance System In Hengnan

In the mid 1980s,Our country began to explore the nationwide the establishment of a new old-age insurance system for rural residents.but the implementation effect of this insurance system has not reached people would expect.It is difficult to change the concept of the majority of rural residents who always insist on family pension and endowment of land to ensure their elderly life,which lead to the completion of the Social Security system has not been fully covered in our country.In September 2009, the State Council issued Guidance on implementation of the new-pattern social insurance for the aged in rural areas in experimental units. The guidance requests 10% counties have been selected as experimental unit from the beginning of 2009, and strive in adding to fully cover the rural residents by 2020.In order to ensure the sustainability of new rural social old-age insurance system and the achievement of its goals, and therefore it is important to study the effect of the new rural social old-age insurance system in the application process.This assay based on the theory of Institution Change, the Externality theory, the Welfare State theory and so on, starting from the current situation of Hengnan new rural social old-age insurance system, and made the analysis of the effect of new rural social old-age insurance system in Hengnan, through by analyzing, we can find out the various factors that affecting the running of new rural social old-age insurance system in Hengnan, thereby increasing the effect of the implementation of the new rural social old-age insurance system. This article is divided into six chapters:The first chapter is introduction, including the selected topic background, research significance, research status at home and abroad, research ideas, research contents and research methods.The second chapter is the theoretical basis for performance evaluation of the new rural social old-age insurance system, detailed description of the course of development of the rural old-age insurance, the difference between the new rural social old-age insurance and the rural old-age insurance and relevant theories. The third chapter is an analysis on the current situation of the implementation of the new rural social old-age insurance system in Hengnan county. The fourth chapter is to evaluate the effect of policy implementation, by utilizing questionnaires to conduct empirical investigation on Hengnan County’s implementation and operation of new rural social old-age insurance system. Through the Empirical Study on pension target substitute rate of Hengnan County, we found that the actual security level is not high, which found the factors affecting the level of protection of the new rural social old-age insurance system.The fifth chapter is intended to analyze the insured consciousness of the new rural social old-age insurance system, the choice of pay grades, payment mechanism analysis, in order to seek the factors that affect the performance of the new rural social old-age insurance system. The sixth chapter is making the conclusion that based on the implementation of the new rural social old-age insurance system in Hengnan County’s and concluded five advices which improving the measures,including the establishment of a long-term government subsidy mechanism; gradually increasing the pool level of the new rural social old-age insurance; broaden the way of maintaining the value of funds in rural areas; continue to strengthen the important role of the traditional family security; strengthen efforts to publicize the new rural social old-age insurance policies.
