The Running Efiect And Influencing Factors Analysis Of The New Rural Social Pension Insurance System

The implementation of the new rural social pension insurance pilot project in our country is from2009, the most fundamental task of the policy objective is to share the risk of farmers’ endowment, protect the basic livelihood of the elderly rural residents and help them to achieve a sense of security.12th Five-Year Plan Outline that our country is going to achieve full coverage of the rural and urban basic old-age insurance system. With the commencement of the new rural social pension insurance pilot working in in pilot areas and nationwide, to assess the effect of the new rural social pension insurance system in pilot areas is of great significance for the nationwide propulsion of the system. This paper is stage results of Youth Project of National Social Science Fund" Study of old-age security system in rural areas oriented to the needs of farmers "(NO. CSH033). This thesis uses the survey of312insured farmers and some cases interviews in DongqiaoTown and Lengshui town, Zhongxiang City. It describes the effect of the new rural social pension insurance pilot from the perspective of farmers’ perception. Then by correlation analysis and regression analysis, the text finds influencing factors from the system text-level, manager platform-level and local advocacy-level.Finally, from assessing the effect of the new agricultural insurance system overall, I put forward the countermeasures and suggestions to improve the effect of the new rural social pension insurance. Following conclusions are mainly found in this paper:1. The evaluation from farmers’perspective of the institutional outcomes is both positive and negative. Mainly in:(1) Farmers in Zhongxiang City show good evaluation on the overall effect of new rural social pension insurance,58.6%people evaluate the overall effect of the system is "good" and "very good", very few people think that the effect of new rural social pension insurance system is "bad" or "very bad". Farmers who reach the legal age can regularly receive pension insurance to subsidize life. Farmers think this is some sort of protection for the elderly life, which is the most prominent effect on older people in poverty. Farmers generally believe that the implementation of the new rural social pension insurance can improve the lives of poor elderly, narrow the gap between the rich and the poor in rural areas. So farmers make positive comments on the effect of the implementation of the system.(2) From the view of the system’s long-term support capabilities, the evaluation of farmers on the effectiveness of the system is not too optimistic. Most farmers believe that the new rural social pension insurance pilot is lack of support capability. The farmers believe that the pension is far away from the basic living of the local elderly, and it is more difficult to meet the person’s basic needs of life, sharing limited risk of the elderly, so farmers are lack of respect of the system effects.2. Many variables in system text-level, manager platform-level and local advocacy-level combined effect farmers the evaluation of the running effect of new rural social pension insurance:Correlation analysis showed that variables as government subsidies of basic pension, pension treatment, the recognition of bundled policy and the overall evaluation of the system in text-level were significantly related to farmers’perception of system operation effect. As government subsidies of basic pension and institutional provisions pensions ranged from "moderate" to "low" or "unclear", the operating results of the new rural social pension system is gradually reduced; the higher recognition of System bundled policy and the overall evaluation of the system, the better evaluation of the effect on system operation. Variable of "Overall evaluation of the new rural social pension system" and variable of "Evaluation of the regulated pension treatment" are through the linear regression model. As the overall evaluation of the new rural social pension system increase each unit, system operating results a corresponding increase of0.115units; farmers institutional effects from "moderate" to "low" or "unclear" direction for every one unit increase in farmers new rural social pension system run effect on the reduction of0.062units.The variable of attitude of handling personnel evaluation and the variable of evaluation of the procedures for the issuance of insurance money in Manager platform-level have significant positive effect on the running effect of the system.The understanding of the new rural social pension insurance, knowing fund management institutions or not and the evaluation of the relevant departments of propaganda work variables in local advocacy-level have a positive effect on the running effect of the new rural social pension system running, the farmers understanding of the new rural social pension insurance more, knowing fund management institutions, giving higher evaluation of the local propaganda work have a better evaluation of the running effect.The evaluation of the relevant departments of propaganda work is though the linear regression model, the evaluation of the relevant departments of propaganda work increases per one unit, farmers’ evaluation of the effectiveness increase0.066units. On the basis of the conclusions, we should do efforts from strengthening the pension, increasing farmers’ incomes and increasing the publicity of the new agricultural insurance system to improve the satisfaction of system effects.
