Under the background of increasing global warming and energy resource crisis, the traditional development mode of high energy consumption, emission and pollution is no longer meet the requirements of contemporary economic social development. Implementing low-carbon development of economic social is becoming a inevitable choice for sustainable development and the consensus of all mankind. As the way of economic development, low-carbon development need to rely on innovation as its driving force naturally. Only by the innovation-driven low-carbon development, our country could gain a competitive advantage in the global low carbon road, have an opportunity of survive and develop persistently in the international market, and walk on the road of sustainable easily. Therefore, it is very meaningful for our country that combining the development of low-carbon with comprehensive systemic innovation, leading to drive the development of low-carbon through cultural innovation, institutional innovation, technological innovation and management innovation. Then we should think about and research it.At present, China has made some achievements in cultural innovation, respect institutional innovation, technological innovation and management innovation, but there are still some problems need to be addressed. In culture, administrative consciousness is far more than market awareness, innovation consciousness is not strong, public awareness of low-carbon culture is defective; in the system, the legal system of low-carbon development is defective, the intellectual property system is not perfect, the market mechanism system is not sound, low-carbon support policy is imperfect; the technical side, low-carbon core technology is defective, independent innovation is weak, the combination is not in place, the carbon and technical personnel is deficient; in management, long-term low-carbon development planning system is lacking, a unified carbon development coordination and management mechanism is imperfect, the high-carbon market management is poor, and carbon emissions trading market has not yet formed. For the above aspects of the problem, our country should be targeted to carry out the reform and development of low-carbon innovation. Firstly, the low-carbon culture should be nurture and built in the whole society, the socialist ecological values should be practiced, citizens’ awareness of sustainable development should be enhanced, low-carbon production and low-carbon life should be promoted. Secondly, the system of the legal system should be established, the low-carbon technologies intellectual property system should be formatted, the system of low-carbon development of market mechanisms should be improved, the low-carbon development tax policy should be strengthened. Thirdly, the efforts to develop clean energy technologies should be increased, the energy saving technologies should be explored actively, the research cooperation in the field of low-carbon development should be strengthened, the low-carbon research team building talents should be emphasized, the international cooperation in the field of low carbon development should be strengthened. Fourthly, to develop a long-term low-carbon development planning system, to establish a unified low-carbon development coordination and management mechanism, improve the high-carbon industrial management system, establish and improve the emissions trading market is quite necessary. In a word, we have to promote China’s reform and development of low-carbon business innovation from the four aspects of cultural, institutional, technical, management.
