Science and technology policy is the guideline that is based on the national conditions and the scientific development of the situation.It aims to promote scientific and technological development and enhance the comprehensive national strength.In recent years,in the face of the increasing scarcity of natural resources,environmental problems caused by elements driven grow more and more,such a development model is not conducive to China's sustainable development,and it is not enough to support China's future economic development.But the development in future depends on scientific and technological innovation,so we will gradually change from factor-driven to innovation-driven development.The 18 th CPC National Congress puts forward the development strategy of innovation-driven and put forward that we must change from accelerating factor-driven and investment-driven to innovation-driven,and that we should put innovation at the core in national development to make innovation to be the first driving force of China's development.Among the various ways of accelerating innovation-driven development,the government's policy is a macro-guiding principle,which has some effect on other aspects.Therefore,the government's policy is a key factor in promoting the development of innovative technologies.In order to respond to national calls,Sichuan provincial government has implemented the development strategy of innovation-driven,which has promoted the use of innovative technology in Sichuan province industrial restructuring and upgrading,and has promoted the development of innovative technology and improved the core competitiveness of enterprises force.In this context,increasing the intensity of research on science and technology policy is conducive to guiding the cultivation of scientific and technological personnel and the direction of the development of innovative enterprises.How to promote the development of science and technology policy-driven development and the deficiencies make innovation-driven development slow is the focus of this paper research,which are the problems need to be solved.At the beginning,this paper introduces the topic basis and elaborates research ideas through the literature review to understand the trend of science and technology policy to promote innovation-driven development,.Then the second chapter respectively describes the concepts,characteristics and the relationship of the historical evolution of science and technology policy and innovation driven generation.Through the city(state)development of the situation,the third chapter and the fourth chapter study the current situation and existing problems of Sichuan science and technology policy of promoting innovation driven development,and reflect on the causes of these problems.For the first two chapters,chapter 5 deals with the relevant solutions to these problems,and finally is about the summary of the paper.
