| With the depletion of resources and resources,the factor-driven and investment-driven development model can no longer meet the needs of economic development.In order to achieve sustainable economic and social development,it is urgent to realize the transformation of economic development mode to innovation.The 18th National Congress of the Communist Party of China clearly put forward the road of innovation-driven development,and later wrote it into the "13th Five-Year Plan".Therefore,we will measure the situation of China's regional innovation-driven development at this stage,accurately grasp the effects of China's current innovation-driven development policies,and propose a targeted path improvement opinion based on the measurement results of innovation-driven development efficiency evaluation.It seems very necessary and urgent.Taking the Yangtze River Economic Belt as an example,this paper makes a comparative study on the effects of innovation policies in various provinces and cities along the Yangtze River Economic Belt in China,and measures the actual effects of innovation-driven development policies in the implementation of various provinces and cities.The Yangtze River Economic Belt provides innovative suggestions for innovation-driven development policies in various provinces and cities.We mainly decompose the research process into the following stages.The first part is the theoretical narrative part,which mainly introduces the background,necessity feasibility and definition of related concepts of China's innovation-driven development policy implementation.The second part is the quantitative part.On the basis of the research of different scholars,combined with the characteristics of the provinces and cities in the Yangtze River Economic Belt,the index system for evaluating the policy effects of the Yangtze River Economic Belt is constructed,and the correlation between the selected evaluation index system data is carried out by using SPSS.Person test and test,further demonstrate that the input and output indicators meet the need for correlation,and then use the factor analysis method to reduce the dimensionality of the evaluation indicators,extract innovative investment,innovative economic output,and innovative environmental benefits.The four comprehensive evaluation factors of innovation and knowledge benefit output,and then use the BBC model and the malmquist index model in the DEA analysis method to analyze the efficiency of the innovation-driven development policy of the provinces and cities along the Yangtze River Economic Belt in 2012-2016.Through the study of the innovation policy benefits of 11 provinces and cities along the Yangtze River Economic Belt,the following conclusions are drawn:.Based on dynamic analysis,there are significant differences in the innovation efficiency of regional innovation systems in the Yangtze River Economic Belt.From the overall perspective,the innovation efficiency of innovation systems is on the rise in 2012-2016,and the advancement of technology and technology efficiency is the main factor for the improvement of innovation efficiency.Pure technical efficiency shows a downward trend to a certain extent;Based on statics,the regional innovation-driven development efficiency index of the Yangtze River Economic Belt exists in the west>middle>east,and the innovation efficiency in the west is obviously showing an accelerated catch-up.However,nearly 50%of the provinces and cities in the Yangtze River Economic Belt are still at an average level,and there is still much room for improvement in innovation-driven development efficiency.The third part is the end of the article,which is mainly composed of the sixth chapter and the seventh chapter,respectively,from the resource allocation efficiency of the innovation-driven input link;the formulation of regional innovation and development policies tailored to local conditions and the evaluation of the implementation effect of the innovation-driven development policy The paper puts forward some suggestions for improving the effect of innovation-driven development policies in various provinces and cities along the Yangtze River Economic Belt.Finally,it introduces the innovations and shortcomings in the research,and also proposes some prospects and ideas for future related research. |
