China’s meteorological disasters have become more frequent and complex, due to factors such as geographical features and climate types. The consequent economic losses account for about 3% of China’s annual GDP. As a result China has significantly increased its efforts to promote disaster emergency management, with more fiscal spending each year from both central and local governments in form of emergency financial funds. The Department of Auditing emphasizes in its December 5th plan on the supervision of the monitoring and auditing of public funds and emergency supplies, aiming to increase the effectiveness of the use of emergency financial funds, to improve the quality and effectiveness of emergency management, and to promote sustainable economic growth and social stability.In this paper, the research object is the evaluation index system of emergency financial funds performance audit. Research methods such as comparative analysis, Delphi method and case study have been applied. Both management plans and monitoring systems have been studied to explore a suitable supervision mechanism for fiscal spending on China’s unexpected disaster events. After comparing the theory and practice of domestic and international emergency management and performance audit, the study has analyzed the use of funds from the perspective of efficiency, effectiveness, fairness and rationality. Both qualitative and quantitative analysis method have been used, based on performance auditing evaluation index. Case study on the 2008 Wenchuan Earthquake audit was done. AHP analytical model was used to evaluate the audit findings, to prove scientific validity. Full audit of the management oversight and proposes methods to improve China’s supervision mechanism of emergency funds for natural disasters.
