In the environment of global economic integration, patent indicators as an important index of actual strength of science and technology of other countries, largely reflecting the technology development of certain time and area, the project is on this basis, the use of empirical analysis through analysis of the current situation of the technical field of electrical patent development of the United States and the European Union in power industry, in order to findresearch and development of the United States and the European Union trend in the field of electrical technology; combined with the patent and patent distribution on the patentee the United States and the European Union market analysis, in order to find electrical technology hot areas; the main patent to patent application and layout in China’s situation as foundation, combining with the analysis of common and the case of the patent strategy, focused on providing reference for China Southern Power Grid as the representative of the domestic power industry electrical technology enterprise patent strategy, and to reduce the risk of domestic patent law electrical technology oriented enterprises, put forward specific proposals to improve the level of innovation and development.When academic world measure the national science and technology innovation and ability levels,the number of patents applied is one commonly used quantitative indicator. After we get the patent application data of technical field to be studied by searching patent databases, we use statistical software to handle the relationships and distribution data obtained in sub fields of this technical field. On real-life examples analysing, we choose the number 2005-2012 patent applications in the field of Communications for Electric Power technology of EU as a sample. By using the factor analysis and the correspondence analysis to handle the samples,we conclude the status and distribution of EU top R&D subclass in this technology field. In the process of analysing, we find that using R factor analysis combine with R-Q factor analysis can bring good results. So we conclude that this method can satisfy the needs of patent metrology qualitative and quantitative analysis.In addition to the technical key words search and data analysis, but also need to carry out an analysis of the applicant’s patent, through the retrieval of the applicant’s cumulative number of applicants can get a patent for the number of high-yield enterprise. And track the research and development trends of these R & D enterprises to better plan the development direction of the patent and the overall layout of the patent. After summarizing and analyzing the results of the data analysis of the key words and the results of the patent applicant’s search results, it can be selected to be a hot technology patent. Summary of these important patents, the intuitive understanding of the world’s leading companies in the direction of technology development, which may also be prepared to meet the patent. In this paper to the technical field of electric power communication as a representative analysis of a part of the data and results, and other technical fields can be obtained in a similar way, so the process not in the text description, only in the comprehensive analysis of the fourth chapter industry references in the third chapter, the end result.The in the last two chapters respectively from the perspective of the overall development trend of the technology development direction and the power industry analysis the needs as soon as possible localization or independently developed patents, and put forward under the condition of a new round of technological competition research and development of our country should adhere to focus, firstly, to strengthen the foundation of scientific and technological achievements of the market promotion, for industrial upgrading and improving conditions. The communication technology and information technology into power industry, improve power system stability and accuracy. Secondly, to Europe and the United Front electrical technology trends based on the judgment, to speed up the international top technology absorption, improve the quality of scientific and technological achievements of independent innovation. Especially need to find out the overall development of the Europe and the United States in the field of new energy technology, industrial upgrading and renewal of equipment problems brought by the development of this new energy will become the future of our country must face the problem. Therefore, it is necessary from Europe and the United States in the process of technological breakthroughs, including will pass channel products applied to traditional equipment control to improve the ability of self adjustment, using new materials and manufacturing equipment to improve the effectiveness.Finally, we should adhere to the patent strategic thinking as a guide to improve cross connection between electrical and technological achievements at the time of the continuity and various achievements. In major projects, it is necessary to adhere to the subject of independent value, but also taking into account the project application potential in other areas, will focus on communication technology and the traditional power lose distribution technology and electric automation technology are combined, increase the innovation point.In order to achieve the above purpose, there are several suggestions on the national government level:First, advocated by the government domestic enterprise technology alliance, and actively contributed to the high quality of the patent pool, improve the overall competitiveness of the country. Second, advocated by the government, to encourage enterprises to put forward technical problems and technical difficulties to build a communication platform, at home and abroad are the focus of the project research. Third, the government encouraged in different areas of resources especially the flow of scientific research resources, improve the quality of interdisciplinary research, so as to improve the level of technological achievements. From the enterprise level, efforts should be made from the following three aspects:first, improve the awareness of patent strategy. Second, strengthen the electrical technical exchanges. Last, actively respond to foreign patent litigation patent investigation.From the hot trend of patent technology analysis, the United States and the European Union in China patent application mainly distributed in the fields of communication and information technology, especially the communication technology and measurement technology to combine and control to realize the automation of electric power systems, will communication technology and transmission and distribution technology combination, to achieve efficient power transfer process, improve the level of intelligent power grid, in electrical terminals, to charging system as an important market attack object. Also in the field of clean energy such as wind and solar power, Europe and the United States is in China the important technology focused on the promotion of involving wind power collection network and power system design technology and related power supplies design technology and new energy development. These hot fields in China is currently actively break in the focus of the field, so in reference of European advanced technology to develop its own process shall establish with independent intellectual property rights of technology system, build a complete patent system of attack and defense, development the process as LEARNING-ABSORBING-CREATING-SURPASSING.
