Under the background of economic globalization and knowledge development, technology innovation takes the most important role in promoting economic and society development which makes U-I-G becomes a common way for communications’technology and economic development. Under the regional innovation system, U-I-G has become a effective experience in development country. Therefore, how to make University-Industry-Government more successful for improving communications’innovation becomes a hot topic in the communication.This study examines the university-industry-government triple helix dynamics and its difference in communications and all sectors using the triple helix indicator. We apply the triple helix algorithm for the quantitative analysis, and the data were harvested from the Science Citation Index Expanded (SCI-E) and the patent information services platform.The research shows that different data sources with different statistical results. From the patent aspect, the communications’ university-industry collaboration is closest, the communications’ university-government collaboration is not close at all; From SCI-E aspect, the communications’ university-government collaboration are closest, the communications’ industry-government collaboration are not close at all. Compared with all sectors, the patent’s university-government, university-industry, university-industry-government collaboration are not closer, it shows that the number of cooperative patent by university-industry-government in communications is less than in all sectors. Similarly, as the closest collaboration in SCI-E aspect, university-government collaboration of communications’is not closer than all sectors. But in the collaboration which involves the industry, such as the communications’ university-industry, industry-government and university-industry-government collaborations are closer than all sectors’, the result indicate that the communications’industry are more interest in publishing SCI-E papers.Through the theoretical and empirical analysis, we find that if we want to accelerate the development of communications, make the innovation capability of communications improved, we must establish knowledge-based government, learning communication enterprises, research-oriented universities of communication, and we must strengthen the cooperation relation among U-I-G, strengthen the involvement of government.
