The Third Plenary Session of the Party has clearly put forward the developmental direction of the modernization of national governance mode, the national finance is a prerequisite for the modernization of national governance and performance budgeting is an important part which is directly related to the success or failure of financial system reform. in the process of deepening the financial system reform, how to establish a scientific system of performance budget management, so as to put in less capital while getting more and better public products and service,and continuously improving the efficiency in the use of fiscal funds, has become a hot issue in the current theoretical research and the financial system reform of our country. As an effective management mode for public finance, fiscal performance budget management made some achievements in China, but in the process of implementation, due to economic, political, social and human, budget management level factors, it has not reached the expected effects. Therefore, under the background that fiscal performance budget reform has been blocked, learning the advanced experience of fiscal performance budgeting reform in developed countries, finding the existing problems in the current situation of China’s fiscal performance budget reform, analyzing their causes and putting forward constructive suggestions will be significant to improve the management level of local finance in our country.Currently, the performance budgeting management of Yidu have lots of problems, the budget performance management idea have not receive the popular support and reach people’s heart, and the performance budgeting management system’s making and executing are lack of related laws and regulations, the related performance indicator system is not yet perfected, the budget performance supervision mechanism lack soundness, and also short the related technical talent of budget performance, the budget performance’s informatization level is not high, the accounting system of the current government is difficult to adapt to the needs of the development of the budget performance, the application of the performance evaluation results is not enough and so on, in this article, the author through combing budget performance problems of Yidu, using comparative analysis, empirical analysis to analyze problems, proposing the idea of enhancing the budget performance management, to construct the scientific performance indicator system, to establish the strong performance evaluation mechanism and accountability system, to bravely accept the social parties to strength the supervision of the budget performance management, and to strengthen the construction of management organization talents’training, to develop informatization level of the budget performance management, implementing the accrual basis accounting system, intensifying the application of evaluation results. And to combinate the three strategies(budget making, budget implementation and performance evaluation),etc. To continuously enhance the scientific nature of budget performance program, to improve the utilization efficiency of financial fund, and to push the budget performance management reform.But in this article, in view of the author in the aspect of knowledge reserve is not enough, lack of experience, the strategies and methods in this paper is only for local budget performance’s common problems, for each local financial budget performance’s management level, the level difference, need to adjust measures to local conditions, combined with the actual place.
