The Evaluation On The Investment Environment Of Attracting FDI In Ningxia

With the Belt and Road luanched, Ningxia has been push into reform frontier. Ningxia adheres to opening the doors wide on every side, devoting to the construction of inland open oriented economy new heights, which comes the first is using of foreign direct investment (FDI). The FDI is not only an important content of "Introduction", but also one of the important ways to realize "agglomeration", the role in promoting regional economic development is self-evident, and the scale and quality of absorbing and utilizing FDI depend on the regional investment environment. Therefore, it is necessary for Ningxia to give an evaluation and analysis on foreign direct investment environment so that we can find out the advantages and disadvantages, and then optimized.Based on the above content, this paper will analyze and study Ningxia’s foreign direct investment environment from the following aspects:(1) Apply the statistical method, from the scale, the source, the industrial structure, the regional distribution and other aspects of investment, to describe the actual use of the overall situation of Ningxia’s FDI, and then from the growth rate, the average size, the fund appropriative rate and the performance index, to summarize its characteristics. The results come out that in Ningxia the actual use of FDI is generally good, especially since the China-Arab States Economic and Trade Cooperation holding in 2010, which develops really rapidly. However, there are still many problems, such as the small overall volume, much attention to large projects, single countries of origin and other issues, causing the huge gap compared with the overall level in China, which have influences on foreign direct investment environment; (2) Constructing the evaluation index system of investment environment, using the factor analysis method to analyze statistical data and evaluate Ningxia’s foreign direct investment environment, the results show that it’s composite score continues to rise since 2003, and the selected indexs which have the highest contribution rate of score in every environment accord with the reality of Ningxia. For example, the per capita output of raw coal and power generation have a high load in unique factor which extracted in the natural resources environment, and the two measures indeed rank forefront in our country; (3) According to these data in 2013, comparing with other provinces in Northwest, the results showed that Ningxia’s foreign direct investment environment is ideal, only behind ShanXi, but also found some problems, such as the poor financial condition and less-than-ideal foreign trade.Finally, the paper put forward some countermeasures and suggestions about how to improve Ningxia’s foreign direct investment environment based on the previous research, which basically covers the natural resources, infrastructure, economic development, technology education, political law and other main aspects.
