An Integrated Evaluation And Optimize Research On Anhui Investment Environment

A favorable investment environment is a precondition in absorbing International direct investment.The recipients must optimize investment environment if they hope get more investment to improve theexternal investment environment. In order to better and more effective to improve the investmentenvironment firstly, we must evaluate comprehensively and analyze investment environment in orde toimprove it. After in clear advantages and disadvantages of regional investment environment, we canoptimize it pertinently. Based on this, the paper will evaluate comprehensively and analyze regionalinvestment environment in Anhui.This paper uses the method of norms and empirical, qualitative and quantitative analysis, systemand region to elaborate the theory of regional investment environment evaluation. Using comparativeanalys is to compare the overall investment in Anhui and nationwide.The results show that the overallinvestment environment of Anhui province have so many problems, including weak infrastructure andEconomic strength, unbalanced urban living facilities, low extroverted degree, the small marketscale,irrational industrial structure，and undeveloped financial service, technology education andmedical service. Though there are many disadvantages in Anhui province, the natural resources ofAnhui is rich, human force is adequate and cost is so low, the speed of economic development is morequickly and the market potential is great.This paper construct an evaluation model of regional investment environment according to fiveprinciples, and the index system of the model is constituted by four indexes for the first level，fifteen forthe second and thirty-four for the third. Using factor analysis method analyzes the index system inorder to evaluate regional investment environment in Anhui province. According to the result ofcomprehensive evaluation and classification which uses clustering analys is to classify, this paper willdivided regional investment environment into four categories in Anhui province. They are the highgradient, the development of excessive stage from lower gradient to high gradient, uneven developmentperiod and lower gradient environmental area. Evaluate the investment environment and to explore thecharacteristics of optimization countermeasures. Finally, based on the result of classification, this paperevaluates respectively characteristics of the investment environment and discusses the optimizedcountermeasures.This paper is consisted of seven chapters. Chapter one is the Overview. It introduces the basis andsignificance of topic papers, domestic the international research trends, research ideas and researchmethods. Chapter two is about the basic theory of the investment environment. It Introduce investmentenvironment, the definition and classification of the regional investment environment, as well as regional investment environment-related theories. Chapter three is about the overall investmentenvironment in Anhui Province. The research is mainly carried out from the four aspects: naturalenvironment, infrastructure, economic and social environment, which are contracted Anhui Provincewith the overall investment environment in the country. Chapter four is constructed the model ofregional investment environment. This chapter mainly describes how the principles of the evaluationmodel which is about regional investment environment is established, and how the index system isselected. Chapter five is related to the comprehensive evaluation of the regional investment environmentin Anhui province. This chapter is using factor analysis, with the model which is established in chapterfour and region-specific data from different pacts of Anhui province, given a comprehensive evaluation.What’s more, it also giving a detailed analysis of the differences between investment environment inAnhui Province in each of the regional subsystems. Chapter six is consistent of the classification andoptimization of the investment environment in Anhui Province. This chapter is adopt cluster analysis,inorder to classified on and evaluation different regional, under the Comprehensive Area Assessment andclassification of the investment environment results, giving the overall investment environment inAnhui Province and the countermeasures about District of excellent investment environment.
