The Reform Of Supply-side For Basic Housing Needs Of New Citizens

The report of the 17th National Congress of the CPC puts forward:"to make all the people have education, employment, medical and old-age care, living in the home". At the same time it also points out:" we will improve the low-rent housing system and speed up resolution of the housing difficulties of low-income families in urban areas. The Party Central Committee puts "housing" and "difficult" low-income family housing as one of the key work of the government, which means that the government is to pay attention to people’s livelihood and public opinion and respect. With the rapid development of China’s urbanization process, a large number of labor force transferred to the city, forming a special group:the new citizen. H city, as a megacity of a large number of new citizens, its rapid development in a large extent benefits from new public participation and promotion. The new people’s basic housing problem solving is not only related to the stability and healthy development of the city of H, but also related to the construction of the well-off society and socialist harmonious society. But because of the long-term effects of the dual structure of China’s household registration system, the basic housing problem of H City, has not been incorporated into the scope of housing security. The imperfect of the housing security system in our country coupled with the housing supply over the market, result in the living difficulties, lack of the basic housing needs, poor living conditions, as a result of affecting the healthy development of H city. Therefore, the proper resolution of the basic housing problem of H city new citizens, the balance between supply and demand in housing need and the meet of their basic housing needs not only are the problems that the government of H city has to solve, but also a major content of maintaining social stability and building a harmonious socialist society.In order to meet the basic housing needs of the new citizens, the government of H city has also taken a series of supply measures, but because of the profit-driven of market and government, there is a serious imbalance between the new people’s basic housing demand and supply, which are the basic housing needs of a large number of new citizen of demand side and the supply side. Therefore, in order to achieve a balance of supply and demand of the basic housing needs of new citizens, this paper under the guidance of the public goods supply theory and supply side reform theory will gradually meet the basic housing needs of new citizens proposed by supply side reforms.This article can be classified into six parts altogether:Chapter one:Introduction. This part just makes a clear interpretation of the background and significance of the research, the literature review both home and abroad, writing outline, contents and methods, as well as the innovative point and shortcomings.Chapter two:concept definition and theoretical basis. Firstly, the focus should be paid on the basic housing demand for the new citizens and supply. Secondly, it focuses on the introduction of the supplying theory of public products and the supply reform theory, using the core concepts of the supply strategy to construct the outlines of the paper.Chapter three:Demand side:The analysis of the basic housing demand of the new citizens in H city. This part mainly makes a description of the basic conditions, living situations and basic housing demand in H city through the demand side, utilizing the SPSS software to continue the data analysis.Chapter four:supply side:surplus of the housing supply and the deficiency of the new citizen’s basic housing. This part mainly interprets the housing market and the condition of the government’s supply in the process of dwelling of the new citizens. It solely explains the great gap between the supply and demand, and the harsh conflicts from the two aspects:surplus and deficiency of the housing market, the deficiency of government’s supply.Chapter five:The reason of supply side:Pursuit of profits of market and dysfunction of the government. This part mainly introduces the roots of the imbalance of the new citizen’s basic housing supply, from the two aspects of market and government. it is clear that the market’s pursuit of profits and the government’s dysfunction are the principal reasons of the unsatisfactatation of the new citizen’s basic housing demand.Chapter six:supply side reform:gradually satisfy the basic housing demand of the new citizens. This part puts forward some measures of supply reform to meet their basic housing demand from the perspective of supply side reform. It can solve the conflicts between the demand and supply from the supply termination, through the innovative institution, adjusting structure, decrease of costs, security of the regulations, efficiency improving, conception changing and so on, so as to reach the balance between demand and supply, which can gradually meet the basic housing demand of the new citizens.The most innovative point in this paper turns out to be the innovation of the researching perspective. Under the direction of the supply theory of the public products and the supply side reform, this paper abides by the thoughts to propose the paper: demand side---supply side---the reasons of supply side---the supply reform from the perspective of supply side theory, so as to put forward the supply reform to gradually meet the new citizen’s basic housing demand. From the perspective of supply reform, we can find that there exists a serious imbalance between demand and supply of the basic housing in H city. On one hand, the surplus of the market supply and deficiency coexist, on the other hand, it refers to the deficiency of the government’s supply, pointing out the root of the imbalance between demand and supply. The writer attempts to put forward some suggestions to face the countermeasures of meeting the basic housing demand of the new citizens from the perspective of supply reform. And under the help of the outline of the supply reform to seek after some feasible strategic measures.
