As China gradually into the middle time of industrialization, transformation and upgrade of industrial structure become the focus of academia and government. The new formats such as high and new technology industry and services industry are so important for improving the quality of economic growth that they are discussed widely, the traditional industry tend to be ignored while it still occupies the important proportion of China’s industrial structure. In fact, the traditional industry still bear the important role of steady growth and full employment in the incremental reform in China,, and high and new technology industry and services industry are mostly developed on the basis of the traditional industry, so the research of how to realize the sustainable development of the traditional industry still has theoretical significance and practical value.In terms of the development stage, the development of Jiangsu industry is similar to the development of China, so it is representative to study the Jiangsu traditional industry. Among the existing efficiency evaluation methods, choosing the three phase RAM-SFA-RAM model with the Bootstrapped-DEA method to evaluate 445 traditional enterprises’ technological innovation efficiency in Jiangsu province of 2012 year, and the compare the results before and after the adjustment. Also, the optimal clustering segmentation method divides the 13 cities in Jiangsu province into three categories by technology innovation efficiency. The RAM-SFA-RAM model, not only has the advantages from combining the DEA method and SFA method, at the same time also has the advantage from a unique translation invariance to deal with the non-positive values without arbitrary positive transformation.This paper makes regression analysis by the relaxation of input and output and environmental indicators, then analyzes the specific effect from environment variables;This paper also compare the efficiency value before and after the Bootstrapper-DEA, and then analyze the innovation efficiency of traditional enterprises by areas and different industries. Results show that regional, enterprise nature, enterprise scale and proportion of exports have the influences on the innovation efficiency value of the traditional enterprise, and the enterprise innovation efficiency increases obviously after stripping out the operating environment, which breaking the traditional thinking of " traditional means inefficient". It concludes that the efficiency of southern areas is underestimated mostly and the efficiency of northern areas is underestimated least by the comparative analysis of regional differences. It also founds that six major industries have different characteristics and unbalanced development.Finally, this article analyzes concluded three upgrade paths from other articles and the innovation efficiency analysis, this works in Jiangsu traditional industry development and has practical significance of choosing the upgrade path.
