Although China's overall economy is prosperous,the environmental problems caused by the development process have had a significant negative impact on the sustainable development of society.The economic level of Jiangsu Province in all provinces is high,but the environmental problems are still severe.To solve the current serious environmental problems and find solutions,scholars proposed the concept of "green innovation",and conducted in-depth research on the efficiency of green innovation.At present,scholars mainly use data envelopment analysis(DEA)method to measure the efficiency of green innovation.Based on this,this thesis integrates two improved DEA models,estimates the efficiency of industrial green innovation in Jiangsu Province,analyzes the obstacles encountered in the development of innovation,and promotes the development of industrial green innovation to drive the upgrading of industrial structure.It has important practical significance for Jiangsu Province to transform the economic development mode and accelerate the pace of green development.The thesis focused on the efficiency of industrial green innovation in Jiangsu Province.It first introduced the related theories of innovation,green innovation,and the efficiency of industrial green innovation as the theoretical basis for the thesis.Secondly,it analyzes the status quo from the perspective of input and output of industrial green innovation in Jiangsu Province,summarizes the existing problems,and analyzes possible causes.Then,according to the efficiency evaluation theory,the evaluation system of Jiangsu's industrial green innovation efficiency was constructed,and the Super-SBM model was used to analyze the efficiency of Jiangsu's green innovation through static analysis and dynamic analysis.In the static analysis,it conducted a comprehensive analysis of the efficiency gap between Jiangsu Province and other provinces in the country,as well as the reasons for the loss of efficiency.It introduces total factor productivity into dynamic analysis and analyzes the reasons for the efficiency changes of Jiangsu's industrial green innovation from two aspects:technical efficiency and technological change.Finally,based on the empirical analysis results,it proposes corresponding countermeasures and suggestions for limiting the factors of Jiangsu's industrial green innovation efficiency.The thesis found that in recent years,the efficiency of green innovation in industrial enterprises in Jiangsu Province has increased significantly,which has led to improvements in environmental issues,but overall the relative efficiency of green innovation remains low.Excessive industrial waste discharge is the main factor affecting the efficiency of industrial green innovation in Jiangsu Province,indicating that there are major problems in the industrial structure of Jiangsu Province.The excessive input of R&D personnel is the second most important factor affecting efficiency,indicating that there is a certain degree of redundancy in the number of industrial R&D personnel in Jiangsu Province.It is necessary to control the number of R&D personnel and improve the overall strength of R&D personnel.From 2006 to 2015,the changes in the TFP growth rate of Jiangsu's industrial green innovation show that the industrial green innovation capability of Jiangsu Province has increased year by year,but there is also a slow growth year for innovation capacity.In the TFP changes,technical efficiency and technological progress have experienced large fluctuations and unstable development.However,technological efficiency is more significant than technical progress,which has a greater impact on Jiangsu's industrial green innovation TFP.It shows that in the process of industrial green innovation in Jiangsu Province,the problem of slow marketization of green technology and improper allocation of resources is even more serious.Therefore,this thesis proposes the following countermeasures:(1)Optimizing the input structure of industrial green innovation;(2)Accelerating industrial restructuring and upgrading;(3)Promoting the marketization of industrial green innovation results;(4)Perfecting the industrial classification environmental protection system.
