Study On Problems And Countermeasures In The Construction Of The New-Style Urbanization In Zhanjiang City

Own to the impact of world financial crisis and China economic structure transformation, economic growth driven by the traditional exports and investment has become unsustainable. Urbanization is robust gripper to solve the huge problem, is a strategic choice to boost domestic demand, to optimize industrial structure, to coordinate regional development, to narrow the gap between urban and rural and improve the innovation of all-round aspects, as well as the method for national modernization.The central government has made important deployment to promote the new urbanization construction, the relevant system and policy gradually refines, but for now no static pattern of urbanization is implemented. How to adjust measures to suit to local conditions,to promote the urbanization process, to ensure implementation of urbanization connotation change, is a process to constantly explore and practice.This article analyses the existing urbanization construction problems and countermeasures in Zhanjiang. Based on defining the new connotation and characteristics of urbanization, with the aid of public governance theory, the concept of scientific development, ecological civilization theory for new urbanization connotation explanation, the essay in-depth analyses the objective reality of urbanization in Zhanjiang, based on analyzing and summarizing the practice experience at home and abroad, extract some useful revelations and lessons for the new type urbanization of Zhanjiang. Finally, the countermeasure and suggestion were given pertinently. Based on these ideas, it leads to constructthe frameworkforthis essay.This article has six chapters. The chapter one is the introduction. Through Introducing the background and meaning of the article, confirming the essay study target, content,ideas and methods, and reviewing the research status on the urbanization of international countries and new type urbanization of China, to seek the pointcut and the basis for writing.The chapter two, expounds the new connotation, characteristics and the theoretical basis for this thesis writing, including public governance theory, the concept of scientific development, ecological civilization theory. The chapter three, analyzes the present situation, problems and causes in Zhanjiang new-style urbanization development. The chapter fourth, compares the analysis of domestic and foreign urbanization experiences and lessons, which provide reference for Zhanjiang new urbanization. The chapter five, on the basis of objective reality and practice experience at home and abroad, it puts forward countermeasures and suggestions for new-style urbanization in Zhanjiang. The chapter six research summary.Through research, it forms the following understanding:(1) Through the analysis of the relevant theories of urbanization, this paper defines the new urbanization: guided by the scientific concept of development, with the improvement of the urbanization quality as the target, with the development of the people as the core,combined with the government and market forces. It proposes an intensive development,modernization synchronization, overall urban and rural areas cultural heritage, good ecological and the social harmony of urbanization development path.(2) Although the Zhanjiang new-style urbanization level has improved, but there are still a big gap compared with average level of Guangdong province, also far orientate with the Zhanjiang positioning as a leading city in west of Guangdong province.The urbanization level is low and unstable, unbalanced regional development, city center gathered radiation ability weak, the industrial structure is unreasonable, poor infrastructure,safeguard mechanism is not sound still plagued by problems such as Zhanjiang economic and social development. Its main causes include: its weak conditions the history of natural factors, the limit of industry structure, government role and limit the related system.(3) By comparing the analysis of domestic and foreign urbanization experiences and lessons, the following conclusions: first, the good relationship between urban and rural areas, the reasonable industrial layout, people-oriented, attaches great importance to the ecological environment of the connotation of urbanization road plays an important power for developed countries modernize. Second, lack of industry support, one-sided pursuit of growth of urban population and the expansion of city scale, at the expense of the environment, cause a series of social problems such as poverty, drugs and crime of Latin American urbanization lesson, which makes the new ring alarm bells for Zhanjiang to accelerate the construction of urbanization. Finally, through the analysis of the two cities of Qingdao and Zhuhai characteristic urbanization experiences, such as transformation and upgrading Qingdao industry, infrastructure construction, the improvement for city competitiveness; with "TOD mode", "community sports park" focus on people development,Zhuhai enhances urban grade. These all provide practice thinking and enlightenment for Zhanjiang new-style urbanization.
