With the rapid development of housing market in China, the number of housing stock in cities has boomed. While most of the buildings have exceeded the five-year qualitative preservation period, therefore, great significance is gradually attached the maintenance of those buildings. As "pension" of residential buildings, residential special maintenance funds (maintenance funds for short) is specially customized for repair, renewal and rebuilding of communal facilities of those residential buildings. The deposit and utilization of the special funds do not only concern the normal use of buildings, but also are bound up with the harmonious development of society.The total number of maintenance funds is increasing with the development of the housing market at the macro level, however, the funds for individual building remains unchanged. In addition, with the extension of the service time, the funds used for repair will increase year by year, which must lead to budget deficit sooner or later. In order to elaborate on the issue, the thesis analyzes the national management of the maintenance funds on the basis of the ownership of public governance theory, public choice theory, theory of maintenance funds management. The research is conducted through probing into the fund raising, funds using of the X building in Changqing Garden Subarea in Wuhan, finally these problems, like passive regulation and unreasonable collection and refinancing emerge.On account of the above problems, the thesis gives suggestions on the following three aspects, the time of funds utilization and refinancing, the proportion of funds collection and refinancing, and the way of management. To be specific, firstly, refinancing should keep pace with the funds utilization to balance the two factors; secondly, the householders should continue to pay for maintenance by instalment from the moment they buy their property. Namely, the first thing is to encourage all householders to supervise the maintenance funds actively through distributing "credit cards", which can be used for vote, funds transfer and information search. Then to establish maintenance funds management system through which the communal facilities in Wuhan can be supervised.
