A Study On The Maintaining And Appreciating The Value Of China's Basic Medical Insurance Fund

In social security fund investment, current literatures are mainly focused on the endowment insurance fund investment, and rarely on the quantification study in basic medical benefits fund value preservation and value added. Growing trend of aging trend, expanding scale of basic medical insurance fund and inflation, all of the three have revealed the threat of basic medical insurance fund depreciation. In this case, it is necessary to study basic medical insurance fund value preservation and value added, for it will not only contribute to lift fund benefits and risk resistance capacity, but also help the fund management organ to mitigate risks efficiently. In this paper, the basic medical insurance fund value preservation and value added is taken as research subject, investment portfolio model of basic medical insurance fund has been established on the basis of the possibility analysis of the basic medical insurance fund value preservation and value added, by making use of the relative theories in mean value variance; and relevant suggestions upon value preservation and value added materialization have been put forward by making use of actual data to do positive analysis on the model. The main work of this paper is demonstrated as follow:1.Analyzing the possibility of the basic medical insurance fund to enter the capital marketBased on the study of the theory of value maitenance and appreciation of the basic medical insurance funds and combining with the actual situation of China's capital market, the paper assumes that the basic medical insurance funds investment is confined to bank deposits, national debts and stocks and analyses how to distribute optimally among these three assets, and then keep the reasonable yields.2.Establishing the composite pattern of the basic medical insurance funds investmentIn the basis of the study on the possibility of value maintenance and appreciation of the basic medical insurance fund, the paper makes use of the mean various modal and establishes the composite pattern of the basic medical insurance funds investment.3.Carring out empirical analysis and giving relevant suggestionBased on the composite pattern of the basic medical insurance funds investment. This paper applies real data to carry out empirical analysis and of insurance of primary medical treatment portfolio based on the model, using related data to make demonstration analysis and gives some policy suggestion about how to solve the problem of the value maitenance and appreciation of the basic medical insurance funds.
