China’s city commercial banks are a sort of the commercial banks that established on the basis of the original urban credit cooperatives. Initially, China’s financial regulatory authorities implemented a "single city management system" for city commercial banks. However, with the deepening of reform and opening up, the CBRC gradually deregulated it to support the development of city commercial banks. But, some city commercial banks expand blindly and increasingly, making them deviate from the original market positioning. It began to highlight the cross-regional city commercial banks operating drawbacks. Financial regulatory authorities have begun to reexamine the development of city commercial banks and regulation of the cross-regional operation of city commercial banks became prudential.This thesis based on the general review of some domestic and foreign related research, summarize overview of the cross-regional city commercial banks at first. It interprets the development process of China’s city commercial banks, introduces overview of China’s banking industry in brief, in particular, analyzes the evolution of the relevant regulatory authorities on urban commercial banks operating cross-regional regulatory policy, meanwhile, introduces and analyzes the city cross-regional commercial bank operating in several mainstream model. Thereafter, take Bank of Nanjing as an example to analyze its motivation, effectiveness and questions on the cross-regional business. Through the analysis, summarize the Bank of Nanjing cross-regional business experience, and to put forward some inspiration and advice to other city commercial banks.
