The city commercial banks have developed rapidly in the past years, and they played an important role in the local financial stability and the development of economic. And they build up the financial service system of different functions and levels, together with the state-owned commercial banks, the joint-stock commercial banks and the foreign banks. And in pace with the development of the city commercial banks, the financial service standard and quality have been improved, and also the people's diverse financial demand been meted. The policy about the city commercial banks has become more liberal in the recent years, and the city commercial banks have tried to break the geographical restrictions and to operate in another region. The most important problem the city commercial banks faced is how to choose the proper regions and cities.This paper first elaborates the history of the city commercial banks, and also the financial status and the dilemma these banks confronted with. Then discuss the four modes of cross-regional development. The article also expounds the route of development and the current situation of cross-regional development. On the basis of absorbing advanced theory and experience of experts and scholars, the method of combining the theory analysis with case study was applied, fuzzy math was by way of basic method and principle, the theory and method of Principles of Management, Management Psychology, Statistics, Systems Engineering and so on were used as theoretic support, Fuzzy Comprehensive Appraisal Pattern was introduced, and the index system of the factors of location choice was established. We select the Bank of Nanjing as the object of case study in the research. On the basis of Analytic Hierarchy Process was used to calculate weight of all levels'appraisal index, the two stage Fuzzy Comprehensive Appraisal Model was handled to carry through the alternative cities. As a result, the feasibility and maneuverability of Fuzzy Comprehensive Appraisal Model was testified, which offered the reference to perfect Appraisal System from the angle of location choice, and provided the support of theoretical and technical tool to the cross-regional development of the city commercial banks.
