Study On The Assessment Of The Financial Investment Projects In Huizhou City

Finance investment projects involving all aspects of economic, environmental, and cultural life, related to the development of national economy, related to the quality of life of the people and building a harmonious society. Financial investment assessment, is a financial investment and construction project professional review, analysis and evaluation, through the budget review for the financial investment project expenditure budget and reasonably determine the project investment to provide a scientific basis, through project billing review, the budget department press progress of the project provide the basis for the disbursement of funds, in order to avoid precipitation of funds, misappropriation or diversion phenomenon. With China’s sustained, rapid growth, revenue and expenditure to new highs, financial investment funds year rapid growth, the financial supervision and management of investment projects is even more important. While the financial investment assessment after ten years of development, but research in the theory and practice is still in an exploratory stage, we should continue to revision and improvement.Taking Huizhou City Financial Investment Review Center as a case study, we discuss the status of financial investment in Huizhou City of assessment, and analysis of their problems and reasons existed, through further analysis of the current financial assessment center in Huizhou scope of review, quality assessment, team building, building management systems, there are some problems. Through comparative analysis of financial investment in Guangdong Province assessment center working conditions and reference to foreign countries on the basis of the basic practices and successful experiences of government investment supervision and evaluation system, based on perfecting Huizhou finance investment projects assessment put forward several measures: First, innovation and reform financial investment review system; second is to promote the assessment according to the law, to achieve the refinement of the assessment; Third, scientific orientation, to build an effective review system.
